Management officials return to teaching after school arrangement
Arranging and streamlining the school network is a major policy of the whole country, implemented simultaneously in localities right before the new school year 2026 - 2027.
As of August 20, 16 localities have basically completed the arrangement of the network of educational institutions; the whole country is expected to complete before August 30. After arrangement, the number of educational institutions is expected to decrease from 37.515 to 18,570, equivalent to a decrease of 50.5%.
After the arrangement, inter-level general schools and larger-scale schools were formed, and along with that, the rearrangement of the staff changed, in which many management officials will be re-arranged to teach.
At Vinh Tien Kindergarten, Muong Dong commune, Phu Tho province, Ms. Bui Thi Hien - who used to be a vice principal for 3 years, returned to teaching work after arrangement.

No matter what position I am in, I want to dedicate my ability and enthusiasm to contribute to education" - Ms. Hien shared.
Similarly, Ms. Bui Thi Toan, Vice Principal of Tu Son Primary and Secondary School, Muong Dong commune, Phu Tho province, also returned to work as a teacher and she said that this does not make her worry or hesitate.
In the context that many schools still lack human resources to teach, returning to expertise is also a practical way to contribute" - Ms. Toan expressed.
Minister shares with teachers
Before the new school year, sharing about the policy of arranging schools, Minister of Education and Training (MOET) Hoang Minh Son said that in the positive aspect, when arranging will optimize the teaching staff, those who are in management work can consider switching to direct teaching. Those are teachers who are very good at their profession and have experience, when directly teaching, they will bring teaching quality to students, and at the same time overcome the current teacher shortage situation.
According to the minister, after the merger, good teachers can teach in many branches, helping students learn from teachers with good expertise. Larger school scale also helps to arrange and use staff more effectively.
The important thing is that the merger does not affect students' access to education. Students study wherever they are and even more conveniently" - the minister said.
However, the minister also pointed out that the challenge posed when arranging is that the scale of schools and classes will be larger, while the number of management officials, principals, and vice principals will decrease. Therefore, a new governance model is needed, innovating the way schools are governed, and administrative management cannot be done in a pure way.
Along with that, in the early stages of the merger, somewhere there are still teachers who are transferring from principals to teachers and have concerns. In addition, there are new and very heavy educational tasks.
I am very grateful to the teaching staff for their willingness to take on tasks. Teachers for the common good, for the common benefit, bringing students the best quality of education" - the minister expressed.
In the process of arrangement, to avoid disruption, the minister said that localities are responsible for adjusting and arranging a suitable teaching staff as well as having their own policies to encourage the staff. Through this, teachers can be arranged to work closer to home, more convenient in teaching.
This is very important because all quality of education is ultimately determined by the teaching staff" - the minister emphasized.
In the coming time, the Ministry of Education and Training will continue to advise the Government to issue policies for the teaching staff in accordance with the provisions of the Law on Teachers. Not only is it the issue of salary benefits, in which the Law on Teachers sets out the requirement to rank teachers' salaries at the highest level in the administrative and non-business salary scale system, but also the recognition, honoring, and evaluation of the whole society towards teachers.
When policies for teachers are well implemented and the role of teachers is promoted, the team will be assured in their work and contribute to their work" - Minister Hoang Minh Son affirmed.
