No new promotion consideration will be organized from July 1, 2026 if there is no promotion project or plan.
Decree 232/2026/ND-CP of the Government regulating public employee positions takes effect from July 1, 2026.
According to the Decree, the method of ranking professional titles according to ranks I, II, III is no longer applied as before, but is switched to management according to the professional rank of the job position with 5 levels.
For preschool and general education teachers, there are 3 professional levels from level 2 to level 4. Level 2 has a corresponding salary coefficient of 2.1-4.89, level 3 has a salary coefficient of 2.34-4.98, level 4 has a salary coefficient of 4.4-6.78.
Thus, from July 1, civil servants will no longer carry out procedures for promotion from rank III to rank II or from rank II to rank I as before. Instead, civil servants currently receiving salaries in which rank will be transferred to the corresponding professional rank of that job position.
Following that, on July 22, 2026, the Ministry of Home Affairs issued Decision 874/QD-BNV in 2026 on announcing internal administrative procedures between newly issued state administrative agencies, amended, supplemented and abolishing the civil servant sector.
According to Decision 874, 3 administrative procedures are abolished, including: Appointment to professional titles of civil servants, salary ranking for people completing probationary regimes; consideration for transferring professional titles of civil servants; and consideration for promotion to professional titles of civil servants.
Thus, from July 22, 2026, the procedure for considering civil servant promotion according to previous regulations will be abolished if localities do not have a promotion project or plan approved by competent authorities.
Teachers will still be considered for promotion until the end of December 2026 if the project is approved before June 30, 2026.
However, not all cases of promotion consideration must be stopped to move to the professional level according to the job position of Decree 232/2026/ND-CP, but there will be a transition period for localities to complete the processes, procedures, and projects that have been implemented before.
Specifically, Clause 2, Article 62 of Decree 259/2026/ND-CP stipulates that the transition for regulations on professional titles for regulations on promotion consideration is carried out as follows:
In case the Project on organizing the consideration of professional title promotion of civil servants has been approved by competent authorities before the effective date of this Decree, it can continue to be implemented according to the approved Project within 3 months from the effective date of this Decree. Civil servants who achieve results in the promotion consideration period are ranked salary corresponding to the professional title rank considered from the date of issuance of the decision; then carry out the transfer to the professional rank of the job position according to the provisions of Clause 2, Article 18 of Decree No. 232/2026/ND-CP.
For localities that have been approved by competent authorities for Projects to organize professional title promotion consideration before the Decree takes effect, the law allows continued implementation according to the approved Project within 3 months from the date the Decree takes effect.
This regulation aims to avoid wasting prepared resources, while ensuring the rights of thousands of civil servants who have registered for consideration, completed dossiers or are in the process of organizing promotion consideration.
In addition, Clause 1, Article 25 of Decree 93/2026/ND-CP on transitional clauses for projects and plans for recruitment, reception and consideration of professional title promotion for teachers that have been approved stipulates:
In cases where a project or plan has been approved by competent authorities to organize the recruitment and reception of teachers for consideration for professional title promotion before June 30, 2026, it will continue to be implemented according to the approved project or plan until the end of December 31, 2026.
In which, the standards on professional titles, professional title promotion, teacher professional standards, professional standards, and nghiệp vụ of teachers are implemented according to the regulations of the Minister of Education and Training, the Minister of Labor, Invalids and Social Affairs (formerly) have issued".
Thus, teachers are still considered for professional title promotion until the end of December 2026 if the project is approved before June 30, 2026.
