Arrange 1 vice principal or deputy director at the main school and each branch
The arrangement and merger of educational institutions in accordance with the policy of streamlining the organizational structure, using resources effectively and improving the quality of education is being urgently implemented by localities, while preparing conditions for the organizational structure and staff for the 2026-2027 school year.
After the merger, the organization of schools according to the model of main school points, branches, and school points entails important changes. Regarding staff and job positions, for preschool education institutions, general education institutions, and continuing education centers, each educational institution has 1 principal or director; the main school is arranged with 1 vice principal or deputy director, and each branch is arranged with 1 vice principal or deputy director.
Accounting, clerical, and cashier positions are arranged for common use for educational institutions (including main schools, branches, and school sites), each position is arranged with 1 person. In case it belongs to the type of school with boarding and semi-boarding students with a scale of 40 classes or more, a maximum of 2 accountants are arranged.
Job positions for equipment, laboratories, libraries, educational services, student counseling, educational support for people with disabilities, information technology (or office administration), and school healthcare are arranged separately for the main school and each branch. Each job position specified at this point is arranged with 1 person.

For intermediate schools and vocational secondary schools, each school has 1 principal; the number of vice principals is implemented according to the provisions of law on the number of deputy heads according to Decree No. 299/2026/ND-CP.
For vocational education - continuing education centers, each educational institution has 1 director; the headquarters is arranged with 1 deputy director, and each branch is arranged with 1 deputy director.
Educational support personnel for intermediate schools and vocational secondary schools: The number is implemented according to the regulations on organization and operation of educational institutions and relevant legal regulations.
Job positions and norms, reducing norms for teaching management officials and teachers after arrangement
Currently, the Ministry of Education and Training has not issued new regulations, so it still applies norms and reduces teaching norms according to the provisions of Circular 05/2025/TT-BGDĐT on working regimes for general education teachers, and there are no other regulations on reduction when performing tasks at the main school, branch or school point.
Accordingly, regarding working norms, principals perform 2 periods/week, vice principals 4 periods/week. Primary school teachers have norms of 23 periods/week, secondary school teachers 19 periods/week and high school teachers 17 periods/week. Teachers are reduced in norms depending on concurrent duties.
For tasks that have not been regulated on the regime of reducing teaching hours or converting them into teaching hours, the school principal has the authority to consider and decide on the appropriate converted number of hours based on the complexity and actual workload of the assigned task.
The decision must be made after consulting the opinions of the Vice Principals, Party committees, team leaders and deputy heads of professional teams, and at the same time ensure compliance with the principles stipulated in Article 3 of Circular No. 05/2025/TT-BGDĐT, in accordance with the actual conditions of the school and ensuring fairness in the implementation of working regimes for teachers.
In particular, principals and vice-principals are not allowed to convert the regime of reducing teaching time norms for concurrent tasks as prescribed in Article 9, Article 10, Article 11 of this Circular to replace the teaching time norms specified in Clause 3 of this Article.
When teaching enough teaching hours specified in Clause 3 of this Article, principals and vice principals are applied the regulations in Article 13 of this Circular to calculate the total number of teaching hours when calculating extra teaching hours (if any).
