Need to do a good job of "managing change"
Speaking here, Minister of Education and Training Nguyen Kim Son emphasized that education and training have never been given more attention than at present. The education sector is being assigned many tasks, is expected, and is greatly entrusted. If the country is facing a breakthrough, it is impossible not to develop education and training.
Looking back on a year of implementing activities in the whole sector, the Minister commented: "The education sector has done many big things, difficult things".
That is to continue implementing the 2018 General Education Program in the remaining classes; complete the organization of the High School Graduation Exam with many pressures, in the new context; promulgate and implement Circular 29 on management of extra teaching and learning at all levels of education.
Adjusting extra teaching and learning is adjusting the guidelines and thinking of general education. If that cannot be done, educational innovation still has limits. And this cannot be done without a spook, it must be done regularly" - the Minister especially noted.
Referring to changes in personnel for leaders of Departments of Education and Training when reorganizing the apparatus and operating local governments at 2 levels, according to the Minister, at this time, it is necessary to do a good job of "managing change".
If this is not done well, it will greatly affect the work being implemented by the education sector. "We make education a model for the whole society. Therefore, in this context, it is necessary to unite, share, be sincere and sincere with each other" - the Minister emphasized.
With the things that need to start in the current context, the Minister noted that the commune-level system is starting a new model, which is the basic level of operation. Therefore, the team of civil servants in state management of education and training at the commune level needs to be supported, cared for and paid attention in the coming time.
Affirming that the keyword for this new school year is to "implement" many major decisions on education and training, the Minister noted that during the implementation process, localities try to limit confusion, if there are problems, they must work together to resolve them. I am sure that this is a busy but positive and joyful year, the Minister expressed.
Requirements for adaptation and proactive innovation
Speaking at the Conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that education is always under a lot of pressure, requiring consensus from the whole society, but in leadership and direction, to overcome pressure and a large workload, the team of managers needs to increase sharing and connection with departments, unions, and teachers, to create solidarity and spread a sense of responsibility.
Recognizing the innovation and creativity in implementing tasks in some localities, the Deputy Minister said that the final responsibility for the quality of education still belongs to the Departments of Education and Training and the heads. This is not only the responsibility to explain to the Ministry or the government, but also the responsibility to the people, students and teachers.
Regarding institutional building, the Deputy Minister said that the Ministry of Education and Training has proactively developed legal documents in the direction of strengthening decentralization and delegation of authority. During the document development process, the Deputy Minister emphasized the importance of collecting substantial opinions from the grassroots, to ensure that documents issued are close to reality and feasible when implementing.
Deputy Minister Pham Ngoc Thuong emphasized that in the new context, the entire education sector needs to maintain a spirit of innovation, responsibility and solidarity to continue to achieve practical and sustainable results.
