Voters believe that Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning effective from February 14, 2025 has limited the widespread situation of extra teaching and learning inside and outside schools.
Therefore, voters suggest that the Government direct ministries and branches to strengthen inspection and supervision to conduct extra teaching and learning activities in accordance with the purposes, significance and actual needs of learners, at the same time, have a treatment regime worthy of being exchanged with the teaching staff and supplement specific regulations on teachers in remote areas who are not eligible to register to teach at the center; register for extra teaching business for retired teachers, students, tutors...

After studying, the Ministry of Education and Training gave the following specific answers:
In recent times, the Ministry of Education and Training has implemented many solutions to manage extra teaching and learning activities, improve the quality of regular school hours, increase accountability for the quality of education of the school, and spend time and space for students to experience, practice, and practice through educational activities according to personal needs for comprehensive development.
The Ministry of Education and Training has advised the Prime Minister to issue Directive No. 17/CT-TTg dated June 6, 2025 on organizing 2 sessions/day of teaching and organizing summer activities for children and students in accordance with the direction of General Secretary To Lam: " predicament and secondary schools organize 2 sessions/day depending on the conditions of each locality regarding facilities, finances and teachers;....", thereby reducing the widespread spread of extra teaching and learning and enhancing the organization of educational activities to develop qualities and abilities for students, while at the same time in line with the Party's policy on "free tuition for students" and "organizing 2 sessions/day", meeting the learning needs and developing the talents of each student.
The Ministry of Education and Training will continue to coordinate with ministries, branches and localities to synchronously implement solutions to effectively and practically implement Circular No. 29/2024/TT-BGDDT dated December 30, 2024.
At the same time, the Ministry of Education and Training continues to advise the Government to include additional teaching and learning services in the list of conditional business lines to manage this service more transparently and clearly.
