Ms. Tran Hang (Quang Tri) has a staffing decision in December 2025, 1 year internship at salary level 1, coefficient 2.34. At the civil servant recruitment exam, she was studying for a master's degree for 1 year, and in 2016 received a master's degree. Currently, she has worked for 8 years and 7 months (excluding internship time) and enjoys salary level 3, coefficient 3.0.
When applying for promotion, Ms. Hang fully submitted her university degree, master's degree and fully met other conditions. According to Circular No. 08/2023/TT-BGDDT, if a teacher participates in the exam or is considered for promotion to a second-tier high school vocational title (code number V.07.05.14), if they already have a master's degree, meet the training standards of a second-tier high school teacher and have held the title of third-tier high school teacher (code number V.07.05.15) or equivalent for 6 years or more (excluding probation period) up to the date of promotion consideration, they are determined to be eligible for the required term of promotion according to point i, clause 4, Article 4 of this Circular.

Ms. Hang asked, if the Department of Education and Training considers promotion according to Circular No. 08/2023/TT-BGDDT, is she eligible in terms of term of holding rank III (over 6 years) yet? If so, will she be promoted from rank III to rank II, transferring salary from rank 3, coefficient 3.0 (rank III) currently to rank 1, coefficient 4.0 (rank II) is it correct?
The Ministry of Education and Training answers this question as follows:
Clause 2, Article 9 of Circular No. 04/2021/TT-BGDDT has been amended and supplemented in Clause 6, Article 4 of Circular No. 08/2023/TT-BGDDT stipulating:
In case teachers take the exam or consider promotion to the title of Secondary School Teacher (code number V.07.05.14) if they have a master's degree, meet the training standards of Secondary School Teachers of Grade II and have a term holding the title of Secondary School Teacher of Grade III (code number V.07.05.15) or equivalent from 06 (six) years or more (excluding probation period) up to the expiration date of submitting the application for registration for the exam or promotion, they are determined to be eligible for the term of retention according to the provisions of point i, clause 4, Article 4 of this Circular".
If Ms. Tran Hang has a master's degree, meeting the training standards of a Second-class High School Teacher, then her working time of 8 years and 7 months is determined to meet the requirements for relegation time to register for professional promotion to a Second-class High School Teacher.
If Ms. Hang is admitted in the promotion consideration to the title of Second-class High School Teacher, the salary coefficient of civil servants of type A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38, will be applied.
Salary ranking when appointed to professional titles is implemented according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary ranking when increasing ranks, changing ranks, changing grades of civil servants and public employees and according to current legal regulations.
