The submission on supplementing funding for buying textbooks to support students in the 2026 - 2027 school year in Can Tho City by the Department of Education and Training (GDĐT) sent to the Department of Finance has outlined 4 implementation options.
Accordingly, option 1 is to support students from poor households, near-poor households and students in difficult circumstances in 38 communes and wards, with a total estimated cost of about 5.7 billion VND.
Option 2 is to support students from poor and near-poor households, with a total estimated cost of nearly 1.8 billion VND.
Option 3 is to support students from poor, near-poor, difficult households, ethnic minority areas and extremely difficult areas, with a total estimated cost of 32.4 billion VND.
Option 4 is to support poor, near-poor households and disadvantaged students, with a total estimated cost of about 16.7 billion VND.
According to the Department of Education and Training of Can Tho City, in addition to the above options, the Department is also studying options to expand the scope such as supporting all students in ethnic minority and mountainous areas, supporting many priority groups (according to Decree No. 271/2026/ND-CP) or expanding the scope of support for groups of students in difficult circumstances in the city.
However, through calculations, these options all have a total cost demand exceeding 10 billion VND, exceeding the resource balance capacity.
Therefore, after considering the scope of support, coverage of subjects, budget balancing capacity and the requirement to deploy promptly in the 2026 - 2027 school year, the Department proposes to choose Option 1, ensuring that it does not exceed the funding level according to Notice No. 319/TB-VPUB.
This also fully supports groups of students from poor households, near-poor households and students in difficult circumstances in 38 communes and wards in ethnic minority areas, in accordance with the orientation of prioritizing resources regulations.

It is known that previously, the Department of Education and Training of Can Tho City had coordinated with 38 communes and wards in ethnic minority areas, summarizing 26,999 children in this category.
Talking to Lao Dong Newspaper, Mr. Vo Hong Lam - Deputy Director of the Department of Education and Training of Can Tho City - said that in the spirit of creating equal educational access opportunities for students in the area, especially students with difficult family circumstances and disadvantaged students, this policy being approved will provide great material and spiritual support, reducing the burden from the beginning of the school year for parents, especially families with particularly difficult circumstances and economic limitations.
Previously, the Standing Committee of the Can Tho City Party Committee had a meeting on the preparation for the opening of the new school year 2026-2027.
According to preliminary summary data, Can Tho has about 590,000 high school students, the total cost of textbook support in the 2026-2030 period is estimated at 210 billion VND.
In which, in the 2026-2027 school year, priority is given to supporting over 41,500 students in difficult circumstances (costing about 12 billion VND) and about 151,000 ethnic minority students according to Decree No. 271/2026/ND-CP (costing about 42 billion VND).
From the 2027-2028 school year to the 2029-2030 school year, continue to expand the support beneficiaries according to the roadmap, ensuring the total cost of project implementation.
