The Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son, has just signed and issued Official Letter No. 5200 on the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system.
Accordingly, implementing the Central's policies on streamlining the apparatus, in the field of education, the City People's Committee requests the Department of Education and Training to be responsible based on the direction of the Steering Committee on summarizing the implementation of Resolution No. 18 to propose a plan to arrange and adjust the model of organizing high schools (if necessary) in a favorable direction to serve the needs of people and students.

At the same time, the Department plans to merge vocational education - continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training to provide public services in inter-ward and commune areas.
For vocational training institutions, the arrangement plan is to have a maximum of 3 vocational schools, not including schools that self-insure regular expenses or more.
At the same time, the city also assigned the People's Committees of communes and wards to propose plans to arrange and adjust the organizational model of existing secondary and primary schools, inter-level schools, and public kindergartens.
Departments, branches and localities are responsible for completing the development of the arrangement plan and sending it to the Department of Home Affairs before September 24 for synthesis and submission to the City People's Committee to report to the Central Steering Committee.
Hanoi is one of the localities with the largest education scale in the country.
According to statistics from the Hanoi Department of Education and Training, as of August 15, Hanoi has built 43 new kindergartens and general schools at all levels; of which, the public has increased by 27 schools (including 10 kindergartens, 9 primary schools, 5 secondary schools and 3 high schools); the private sector has increased by 16 schools (including 7 kindergartens, 4 primary schools and 5 secondary schools).
Thus, entering the 2025-2026 school year, the whole city of Hanoi has a total of 2,954 kindergartens and general schools at all levels with a total of about 70,500 classes, meeting the needs of more than 2.3 million students (an increase of about 60,000 students compared to the 2024-2025 school year). Of which, 2,337 are public schools, the rest are private.
In addition, Hanoi also has 29 vocational education and training centers with about 29,000 students studying supplementary high school and 28,000 students studying in the vocational education and training exchange system.
