Eliminate teacher promotion exams
Circular 13 of the Ministry of Education and Training, effective from December 15, stipulates the abolition of exams and the switch to considering promotion of teachers' professional titles. This is consistent with the Government's decision to abolish civil servant promotion exams at the end of last year.
Instead of taking an exam, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of service. For example, a Grade III preschool teacher who wants to be promoted to Grade II must have been rated "Excellent in completing tasks" or higher for two consecutive years. General education and pre-university teachers must meet this condition for three years.
To be considered for promotion from Grade II to Grade I, teachers must have 5 consecutive years of "Good performance" or more, including at least two years of "Excellent performance". In addition, they must have emulation titles and awards during their time holding Grade II. This is to ensure that a title or achievement cannot be used simultaneously for two promotions (from Grade III to II and from II to I).
The Ministry of Education and Training believes that the above standards will help ensure the requirement of a maximum ratio of grade I teachers of 10% and grade II teachers of no more than 50%, according to the guidance of the Ministry of Home Affairs, as well as selecting worthy people.
Process of building, appraising, pricing methods for education and training services
Circular No. 14/2024/TT-BGDDT of the Ministry of Education and Training takes effect from December 16, 2024.
According to the Circular, the price of education and training services is all actual and reasonable expenses incurred to complete the education and training for learners to meet the criteria and standards issued by competent authorities, including salary costs, material costs, management costs, depreciation/amortization costs of fixed assets, other costs and accumulation (if any) or profit (if any).
Prices of education and training services are differentiated by level, qualification, field, industry, industry group, training program and form of education and training; and are adjusted annually when the factors forming the prices of education and training services change.
Prices for education and training services are determined according to the following formula:
In which, salary expenses include amounts payable to teachers, lecturers, managers and employees directly involved in providing education and training services, including salaries, wages and salary-related allowances, social insurance, health insurance, unemployment insurance, union fees and other expenses payable in accordance with current laws.
Material costs are costs for teaching, learning, practice, experimentation and scientific research activities; service provision activities include: costs for stationery, tools, equipment, electricity and water... and other costs determined based on material consumption levels and material unit prices.
Management costs are costs for serving departments and offices of the management department in an educational institution, including enrollment costs; expenses for purchasing and using technical documents, patents, etc.
Depreciation or wear and tear of fixed assets: is the cost of depreciation or wear and tear of buildings, machinery, equipment and other fixed assets used in the provision of educational and training services, calculated according to the regulations of the Ministry of Finance and the roadmap for structuring depreciation or wear and tear of fixed assets into the price of educational and training services as prescribed by competent authorities.
Other costs include other taxes as prescribed, land rent and other fees and charges.
Amendment of codes for professional titles of civil servants specializing in vocational education
The Ministry of Labor, War Invalids and Social Affairs also issued a circular amending and supplementing a number of articles of Circular No. 07/2023/TT-BLDTBXH on regulations on codes, standards of professional titles; salary classification, promotion of professional titles of civil servants specializing in vocational education. This circular takes effect from December 10.
