The Inspectorate of the Ministry of Education and Training (MOET) has just announced Conclusion No. 33/KL-TTr after conducting an inspection of the International University, Ho Chi Minh City National University.
Inspection contents on the establishment and operation of the School Council; enrollment, training management, conditions for opening majors and maintaining majors at all levels of university education; training, management of granting degrees and certificates for International University, Ho Chi Minh City National University.
The inspection conclusion clearly stated the achievements and limitations, shortcomings, and violations of the International University regarding the establishment and operation of the University Council; enrollment, training management; conditions for opening majors and ensuring majors at university, master's, and doctoral levels; training and certification work and management of diploma and certificate issuance.
Regarding limitations, shortcomings and violations, the conclusion clearly states:
Regarding the establishment and operation of the School Council: The School Council has not yet regulated the recruitment, use, and management of cadres, lecturers, civil servants, and employees.
Does not stipulate the contents in the Regulations on organization and operation of the University such as: Form of decision of the University Council for each type of activity; decision on other management positions of the university in the personnel appointment process; number of deputy management staff; maximum time to hold other management positions of the university; procedures and composition of the plenary conference or conference of delegates of the university.
Regarding the training and management of issuing diplomas and certificates: The original bachelor's degree books for 2021 and 2022 have sufficient content but do not comply with the form prescribed in Circular No. 21/2019/TT-BGDDT dated November 29, 2019. The cover of the university graduation diploma issued to learners does not comply with the provisions of Decree 99/2019/ND-CP and Circular No. 27/2019/TT-BGDDT.
Regarding enrollment: The school organized university enrollment in 2021, with enrollment exceeding 26.1% for group III; 11.1% for group V; and 11.4% for group VII compared to the announced target.
The university organized the 2022 undergraduate enrollment in the field of Business and Management, recruiting 13.5% more students; the field of Mathematics and Statistics recruited 23.3% more students; the field of Computer & IT recruited 22.5% more students; and the field of Engineering Technology recruited 18.8% more students than the announced target.
Regarding the handling measures under the authority applied, the Inspection Team has recommended and drawn up a record of administrative sanctions against the School for the violation of enrolling students beyond the quota for a number of majors, groups of majors, and fields at the university level in 2021 and 2022. On May 16, 2024, the Chief Inspector of the Ministry of Education and Training issued Decision No. 56/QD-KPHQ and Decision No. 57/QD-KPHQ requiring the implementation of remedial measures for the consequences of administrative violations caused by the International University, Ho Chi Minh City National University.
The inspection conclusion also recommended that Ho Chi Minh City National University review and fully implement regulations on university education autonomy for member universities in accordance with the provisions of the Law on Higher Education and Decree No. 99/2019/ND-CP;
Direct Ho Chi Minh City National University to guide the International University to handle the majors, groups of majors, and fields that exceeded enrollment targets during the inspection period; and resolve the consequences;
Inspect and clarify the responsibilities of organizations and individuals under the management of Ho Chi Minh City National University for the above violations according to the provisions of law and report the results of the inspection conclusion to the Ministry of Education and Training within 30 days from the date this conclusion is issued.
The inspection conclusion also recommended handling measures to the Department of Higher Education; Department of Personnel Organization and the Minister of Education and Training.
