The 2026 high school graduation exam takes place on June 11-12, with a scale of more than 1.2 million candidates. In Hanoi alone, there are more than 129,000 candidates taking the exam (accounting for 1/10 of the whole country), with 222 exam sites. The city mobilized 18,500 officials and teachers to participate in organizing the exam.
The "3 no" rules to organize a safe exam
Before the high school graduation exam, the Hanoi Department of Education and Training emphasized 3 "3 no" rules to organize the exam safely and in accordance with regulations, including: Not being negligent, not creating pressure for candidates and not arbitrarily handling arising situations.

Mr. Nghiem Van Binh, Head of the Examination Management and Quality Accreditation Department (Hanoi Department of Education and Training) emphasized that the preparation work at exam sites needs to be carried out thoroughly and in detail and must not be subjective in any stage.
In which, the deputy head of the exam site and related departments must review all physical conditions of the exam room, ensuring that the exam rooms are in accordance with regulations, airy, with sufficient lighting, fans...
Each exam site must prepare at least one backup exam room to handle arising situations. Photocopiers must also be arranged ready to serve the printing and copying of supplementary exam questions when necessary and must be strictly sealed when not in use.
Tables and chairs for candidates must be sturdy, avoiding shaking and looseness that may affect the psychology and test performance of students" - Mr. Binh noted.
For the room for preserving exam papers and exam papers, in addition to the requirement to install surveillance cameras operating continuously 24/24 hours, other security and safety conditions must also be fully met according to regulations.
Protecting exam questions at the "top secret" level
One of the requirements that Mr. Nghiem Van Binh thoroughly grasped to the entire head of the exam site was the confidentiality of exam questions at the exam site.
Accordingly, the heads of exam sites must fully understand to all officers on duty about the responsibility of protecting exam questions at the "top secret" level, proactively preventing the risks of leaking and letting exam questions slip through in all forms.
Invigilators disseminate exam regulations to candidates, clearly announcing: All acts of providing and disclosing exam questions are considered to have disclosed state secrets and will be handled according to the provisions of law.
Before each exam session, the exam site must organize the collection of equipment for receiving and transmitting information from officers on duty according to regulations.
Regarding exam questions, right from the beginning of the first exam session, all exam question bags are still sealed and must be witnessed by candidates to increase publicity, transparency and reduce arising operations between two exam sessions of the elective exam.
Invigilators distribute exam papers according to the correct procedure, in the correct position of candidates in the exam room, ensuring no errors occur during the exam paper distribution process.
To minimize violations of exam regulations, exam sites must arrange separate areas for candidates to send personal belongings before entering the exam room. Candidates are advised not to bring bulky belongings, valuable items and especially to leave mobile phones in the prescribed area.
When candidates have entered the exam room, invigilators continue to remind them to check their pockets, pants pockets and carrying items to avoid accidentally forgetting their phones or prohibited devices on their bodies.
Exam sites are also required to carefully review all areas within the exam site scope, especially toilets, in order to detect and prevent forms of fraud using high-tech equipment.
In case of detecting candidates using information receiving and transmitting devices to cheat, the exam site must coordinate with the police force to inspect, make records, seal exhibits and exam papers in accordance with regulations.
Mr. Binh especially noted: Violating candidates will be suspended from the exam and taken to the waiting area or reserve exam room until the exam time of the exam session ends.
In case of violating regulations, absolutely do not let suspended candidates leave the exam site before the end of the exam time to ensure safety and security for the exam.
An invigilator is not allowed to supervise the exam more than once in the same exam room.
According to the guidance of the Hanoi Department of Education and Training, during the exam supervision process, an invigilator is not allowed to supervise the exam more than once in the same exam room to ensure objectivity.
Immediately after the exam papers are distributed, invigilators must remind candidates to check the exam paper status and request them to immediately report any irregularities within 5 minutes from the start of calculating the exam time. After this period, candidates are fully responsible for their exam paper status.
In addition, during the exam supervision, invigilators must not stand near candidates, and must not have any acts that may be understood as supporting candidates in doing the test. All questions from candidates are only answered publicly in front of the entire exam room and within the scope of regulations.
The collection of exam papers must be carried out strictly, ensuring sufficient number of exam papers, sufficient number of exam papers, full supervisory signatures and matching the information on the receipt form.
For elective exam papers, exam papers and scratch papers of candidates in the first exam session must be sealed and stored in the exam room until the end of the entire exam session.
