On the morning of April 10, Hoa Vang Commune People's Committee (Da Nang City) held a ceremony to announce the decision to implement the policy of providing free textbooks to students of general education institutions in the commune. The ceremony aims to implement Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

At the ceremony, representatives of the Commune People's Committee announced the decision to implement policies from the 2026-2027 school year, in order to create favorable conditions for students to fully access textbooks, contributing to improving the quality of education in the area.
According to Hoa Vang Commune People's Committee, from July 1, 2025, immediately after being established under the two-level local government model, Hoa Vang Commune People's Committee has implemented the "Common textbook cabinet" model to support students in difficult circumstances.
Initial results, the locality has mobilized 551 million VND and 6,262 textbooks, serving 1,254 students with a total of 15,171 book borrows, reaching 31% of the demand for textbooks in the 2025–2026 school year.
Next, the commune continued to mobilize an additional 1.5 billion VND to supplement 74,676 books of all kinds, raising the total number of textbooks in the library to 96,109 books. Thereby, meeting the conditions to serve nearly 7,000 students at all levels of education in the area, ensuring 100% meeting the demand for textbooks from the 2026-2027 school year.
According to Hoa Vang Commune People's Committee, this is the first locality in the country to complete the goal of providing free textbooks for students, 4 years earlier than the orientation to 2030 of Resolution 71 of the Politburo.
At the ceremony, the Commune People's Committee signed an agreement to provide textbooks, handed over decisions to assign textbooks to school libraries and handed over books to representatives of students at all levels.

According to Mr. Le Phu Nguyen, Chairman of Hoa Vang Commune People's Committee, the implementation of the shared textbook model aims to reduce the cost burden for parents, and at the same time contribute to practicing saving social resources. Accordingly, the cost of buying textbooks is a significant amount for each family, and when combined, it will create great pressure for the whole society.
Therefore, the fact that local authorities stand out to invest and organize the use of common books for many generations of students not only brings practical benefits to the people but also contributes to improving the efficiency of resource use and better serving education development.
Also according to Mr. Nguyen, Hoa Vang is a rural commune with many difficulties, so the grassroots government determines to be close to the people, close to the people, prioritizing the care of essential welfare, especially education. On that basis, the commune has decided to issue policies to ensure textbooks for students, contributing to supporting people and improving the quality of learning in the area.
