Accordingly, the Department of Education and Training of Ninh Binh province proposed that the Provincial People's Committee provide support for additional funding for teaching high school graduation exam reviews in 2025 and entrance exam reviews for grade 10 high school in the 2025-2026 school year with a total amount of nearly 25 billion VND.
In Submission No. 16/TTr-SGDDT dated February 27, 2025, signed by Mr. Phan Thanh Cong - Director of the Department of Education and Training of Ninh Binh province to the Provincial People's Committee, it was stated: According to the provisions of Circular No. 29/2024/TT-BGDDT, from February 14, 2025, extra teaching and learning in schools will not be subject to fees and will only be reserved for students who register for extra classes according to each subject such as: students with admission results at the end of the semester at the level not yet achieved; students selected by the school to train excellent students; final year students voluntarily register to review entrance exams and graduation exams according to the school's education plan.
To maintain, maintain and continue to improve the quality of education and training in the province, especially maintaining the output results of the high school graduation exam and the 10th grade entrance exam, it is very necessary to organize extra classes in schools for the above-mentioned subjects.
"If the organization of extra teaching in schools is not charged, educational institutions will face many difficulties because the regular state budget funding only ensures minimum educational activities at school units" - the document signed by Mr. Phan Thanh Cong clearly stated.
From the above reality, the Department of Education and Training of Ninh Binh province proposed that the Provincial People's Committee support nearly 25 billion VND. Of which, the budget for extra teaching and reviewing for high school graduation exams is over 18.8 billion VND and the budget for extra teaching and reviewing for entrance exams for grade 10 is over 6.1 billion VND.
Regarding the proposal of the Department of Education and Training, the People's Committee of Ninh Binh province has issued a document assigning the Department of Finance to preside over and coordinate with relevant units to study the above proposal of the Department of Education and Training to advise and report to the Provincial People's Committee before March 8, 2025.
