The content of the assessment and inspection must not exceed the program
Circular 29 of the Ministry of Education and Training regulating extra teaching and learning takes effect from February 14.
Up to now, after a period of Circular 29 coming into effect, many parents and students are still expressing their concerns when additional classes are closed simultaneously. In particular, the question of how to review exams well and evaluate them is of interest to the majority of public opinion.
Sharing about this issue at the seminar "Solutions for effective implementation of Circular 29 on tutoring" organized by Lao Dong Newspaper, Mr. Thai Van Tai - Director of the Department of Primary Education - said that the content of the test and final exam must only be in the knowledge of main courses.
This has also been of interest to the Prime Minister and directed. In particular, there is content that cannot be tested or evaluated for success in the program, including top-level admission in localities.
Mr. Tai affirmed: The Ministry of Education and Training is tightening the inspection and evaluation of exam contents and adjusting them to the level required by the program. With such a test, teachers only need to do well in regular school hours, fulfill their responsibilities, and students will achieve good results".

In education, Mr. Tai acknowledged that only a small number of students who want to compete in international competitions or specialized schools need to study more. As for regular assessment tests and exams, the worry about knowledge shortages is unfounded.
There are many valedictorians from schools in rural areas, where there are no extra teaching centers but only teachers in the school. Through the discussion, I also know that some schools have very high average high school graduation exam results" - Mr. Thai Van Tai shared.
Aiming to promote students' self-study ability
Also at the seminar, the Director of the Department of Primary Education emphasized that Circular 29 aims to end the practice of students studying passively, completely dependent on teachers.
"The nature of the innovation of the general education program has transformed teaching activities, creating a balance between teachers and learners" - Mr. Tai said.
With the 2018 general education orientation, the assessment of students has shifted from a content approach to an approach to quality and capacity. The types of test questions are no longer mechanical as before and students can completely complete them with self-study ability, without the need for extra classes.
Without more widespread extra classes, students will also be self-conscious in self-study, self-study according to their abilities, and study proactively. The habit of passive learning, relying only on teachers to stop it has great consequences for a child in the future. It makes them un independent, unconfident, and does not form a lifelong learning habit" - Mr. Tai affirmed.
