After Circular No. 29/2024/TT-BGDDT took effect, most public schools and teachers in Quang Ninh have stopped teaching extra classes. In this situation, some private teaching centers have invited teachers to participate in teaching, taking advantage of the advantage of student resources. However, the tuition fees at the centers are higher than before, while the remuneration teachers receive is lower because the centers have to pay many operating fees.
The centers have proposed many cooperation options, including teachers collecting tuition fees themselves and paying room rental fees or letting the center comprehensively manage students and divide the tuition fees. Army Officer School 2, Engineering Officers School, and Information Officers School enroll more than 1,000 military students in 2025. Of which, Army Officer School 2 recruited the most students with 493 students, down nearly 40 compared to last year.

The Hai Phong Department of Education and Training emphasizes the implementation in accordance with the spirit of Circular 29, requiring education management and school levels to coordinate in effective implementation.
Director of the Department Bui Van Kiem emphasized the responsibility and discipline of teachers in complying with regulations on tutoring, while encouraging the improvement of professional capacity to support the self-study process of students.
