On November 19, Ho Chi Minh City Social Insurance sent a document to primary, secondary, high schools, ... to implement the Resolution of the City People's Council on supporting health insurance (HI) payments for students in the area.
On November 14, 2025, the Ho Chi Minh City People's Council issued Resolution No. 56/2025/NQ-HDND on Regulations on the level of health insurance contribution support for the elderly and students in Ho Chi Minh City.
Accordingly, the city budget supports an additional 50% of the health insurance premium for high school students; students of general education programs, including: students studying in the junior high school education program and students studying in the high school education program in public and non-public educational institutions in Ho Chi Minh City.
For example, from November 14, 2025, students at primary, secondary and high schools, students studying general education programs, including: students studying the junior high school education program and students studying the junior high school education program in public and non-public educational institutions in Ho Chi Minh City will receive 100% of the health insurance contribution rate from the budget (the central policy is 50%, the city's policy is 50%).
Therefore, Ho Chi Minh City Social Insurance recommends: for cases where students do not have a health insurance card until December 31, 2025, they should urgently compile a list and send it to the Social Insurance agency to issue health insurance cards to them before November 30, 2025 to ensure their health insurance benefits and comply with Resolution No. 56/2025/NQ-HDND dated November 14, 2025 of the City People's Council.
Based on the list of students studying at the school for the 2025-2026 school year, the school will compile a list and documents to request the issuance of health insurance cards for students to send to the Social Insurance agency before December 20, 2025 to issue and extend health insurance cards valid from January 1, 2026 for students, ensuring that 100% of students are issued health insurance cards according to the resolution.
For schools that have collected health insurance money from students to issue health insurance cards for 2026, they will immediately refund the amount collected to the parents.
In case the school has transferred the student's health insurance participation fee for 2026 to the social insurance agency's account in advance, contact the social insurance agency to complete the procedures to refund the transferred amount. After receiving the money, the school immediately returned the money collected to the parents.
