On the morning of November 17, the National Assembly discussed in groups the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions, enhancing protection, care and improving people's health.

Delegate Tran Van Lam (Bac Ninh delegation) proposed reviewing regulations on salary and allowance regimes for health workers and regulations on priority for the use of headquarters and surplus land for health facilities.

The delegate expressed full agreement with the vocational incentives of 100%, 70%, 30% for doctors and medical staff in the fields proposed in the draft Resolution.

However, it is necessary to clarify: if a person is eligible for many incentives, for example, being a professional doctor (wards 100% discount) and living in mountainous ethnic minority areas (wards 100% discount), how will the regime be applied? Can it be added up to 200%?

If not combined, is there a reasonable additional mechanism, for example, increasing by 30-50% or not, to encourage and motivate medical staff in disadvantaged areas, avoiding the situation where doctors, technologists, forensics, and psychologists only focus in the plains.

Therefore, he believes that this needs to be regulated in detail by the Government, making it convenient for implementation and supervision.

Delegate Le Thi Ngoc Linh (Ca Mau Delegation) agreed with the policy of regulating the State budget to ensure funding through the Health Insurance Fund (HI) to conduct periodic health check-ups or free screening, at least once a year, for subjects whose funding sources have not been regulated by law for conducting periodic examinations.

According to the delegate, this is a very humane policy, in line with the orientation of early care to improve people's health, from the grassroots level, while helping to reduce treatment costs in the future.

According to the opinions of the people and voters, the delegate proposed to add more people who are in difficult circumstances or have serious illnesses, such as cancer, so that they can enjoy 100% health insurance, creating conditions for treatment, reducing the financial burden for patients and their families.

This also contributes to fairness in access to healthcare and social stability, in line with the view of leaving no one behind.

Speaking in the group, Minister of Health Dao Hong Lan expressed her acceptance of opinions related to policies to increase the level of benefits for special subjects, in order to reduce the burden of participating in health insurance of delegate Le Thi Ngoc Linh.

According to the Minister, in the resolution, it is expected that the government will stipulate the subjects and support levels, to ensure support for people, especially special subjects such as the elderly, or those in difficult circumstances due to illness.

"The specific content will be studied and completed during the Government submission process, ensuring both better care for the people and ensuring the resources of the Health Insurance Fund, while harmonizing the goals," she said.

Regarding the opinion of delegate Tran Van Lam regarding the policy of one person receiving many preferential regimes, the Minister of Health said that the Government will issue a decree detailing this content.

However, according to the previous salary policy regulations, for cases that are simultaneously subject to preferential treatment by subject and by region, the principle is to only enjoy one regime at the highest level.

For example, according to Decree 76/2019 on preferential policies for cadres, civil servants, public employees, and workers in areas with difficult socio-economic conditions, the preferential level is 70%. When the new resolution sets a higher level, for example 100%, a higher level will be applied, which is 100%.
