On September 3, the Department of Education and Training of Quang Tri province said that the unit had received a written reply from the Department of Justice regarding the case of Mr. Vo Danh Thuan - Chairman of the Vietnam Fatherland Front Committee of Sen Ngu commune being admitted to 10th grade of continuing education high school without a diploma or certificate of secondary school graduation.
Previously, the Department of Education and Training of Quang Tri province requested the Department of Justice to guide the application of legal regulations on the management of diplomas and certificates to have a basis for handling the case.
According to the verification results, on November 6, 2004, the learner was issued a certificate of admission to 10th grade continuing education at Le Thuy Continuing Education Center but did not have a diploma or a certificate of secondary school graduation. On December 23, 2004, this person participated in the secondary school continuing education graduation exam and was issued a diploma on November 1, 2005.
The Department of Education and Training determined that enrollment in grade 10 at a time when learners do not have a diploma or certificate of secondary school graduation is not in accordance with Official Dispatch No. 10272/GDTX dated November 21, 1997 of the Ministry of Education and Training.
In the reply document, the Department of Justice cited the Law on Promulgation of Legal Documents No. 64/2025/QH15 and Decree No. 80/2025/ND-CP, stating that the authority to guide the application of legal documents on the management of diplomas and certificates belongs to the Ministry of Education and Training.
Regarding enrollment conditions, the Department of Justice cited point 7 of Official Dispatch No. 10272/GDTX. According to this guidance, right from the time of enrollment into grade 10, students must have a secondary school diploma or a graduation certificate issued by the Department of Education and Training; do not let students enter grade 12 without a secondary school diploma.
The Department of Justice believes that the contents to be clarified belong to the field of specialized state management of the Ministry of Education and Training, including the conditions for admission, study, exam, graduation recognition and the basis for determining whether the issued diploma is legal or must be revoked or canceled.
The Department of Justice requests the Department of Education and Training of Quang Tri province to continue to inspect and verify the enrollment process, teaching organization and degree issuance; clarify the responsibilities of relevant organizations and individuals to determine violations and handle them according to their authority. If there are still problems, the Department of Education and Training can report and seek opinions from the Ministry of Education and Training for guidance.
Previously, Lao Dong Newspaper had an article reflecting on the fact that Mr. Vo Danh Thuan - Chairman of the Vietnam Fatherland Front Committee of Sen Ngu commune showed abnormal signs during his secondary and high school supplementary education.
Through inspection, the Department of Education and Training of Quang Tri province determined that Mr. Thuan studied 10th grade of high school continuing education before graduating from secondary school and requested the Ministry of Education and Training to guide handling.
Continuing to verify, the Department of Education and Training discovered that Mr. Thuan's secondary school transcript had an unusual point: the dossier was signed on May 30, 1988, but it recorded the place name Hung Thuy - Le Thuy - Quang Binh in the 1986-1989 school years, when Quang Binh had not been re-established, still belonging to Binh Tri Thien province.
