The Government Inspectorate said that many houses and land facilities at the Ministry of Agriculture and Environment are encroached upon and occupied.

On September 3, the Government Inspectorate publicly announced the Conclusion of the inspection of redundant houses and land after arrangement at the Ministry of Agriculture and Environment.

In which, regarding the leadership, direction, and organization of implementation, the conclusion notice clearly stated that the leadership and direction of the Ministry of Agriculture and Environment was not drastic, lacking inspection and urging: By the time of inspection, there were still 425 houses and land facilities with a total house area of 1,422,555m2 that had not completed the plan to rearrange and handle houses and land.

As of the end of the direct inspection on June 20, 2026, the Ministry of Agriculture and Environment has not handed over 177 redundant houses and land to localities for management and handling.

Regarding the compliance with regulations in the management and use of surplus houses and land, the Government Inspectorate clearly stated:

There are 18 houses and land facilities currently vacant, not put into operation and use for more than 12 months with a total area of 223,497.9m2 of land and 1,475m2 of houses, which is not guaranteed to be effective as prescribed in point a, clause 2, Article 22 of the Law on Management and Use of Public Assets in 2017.

There are 14 houses and land belonging to 12 management and use units that are encroached upon and occupied with a total area of 579,243.1m2 of land and 80m2 of houses, which is not a good performance of the obligation to protect public property as prescribed in point a, clause 2, Article 22 of the Law on Management and Use of Public Assets in 2017.

There are 3 establishments of houses and land belonging to 2 units lent in violation of regulations with a total area of 1,789m2 of land and 80m2 of houses (in which the Plant Protection Institute lent land to some individuals and then subleased it with the amount collected, self-declared by individuals, from the sublease of 176,150,000 VND) which is a violation of the provisions of Clause 2, Article 54 of the Law on Management and Use of Public Assets in 2017.

Regarding the value of resources to unlock, there are 49 surplus houses and land facilities with a land area of 290,072m2 and a house area of 27,368m2 that can unlock resources.

The Inspector General of the Government proposed that the Ministry of Agriculture and Environment tighten discipline in the management and administration of public assets: Focus on reviewing, amending and perfecting the direction and administration process; thoroughly overcome existing shortcomings, limitations, defects, and violations in order to put public asset management into order and improve efficiency of use;

Direct functional agencies to conduct inspections of houses and land facilities that are surplus and ineffectively used (abandoned, vacant) to clarify the nature and extent of acts, violations, and consequences (if any) of collectives, individuals, units, and organizations for consideration and handling according to their authority; have plans and measures to soon put houses and land facilities into exploitation and use, avoiding waste.
