On August 24, the Government Inspectorate publicly announced the Conclusion of the inspection of redundant houses and land after arrangement in Thanh Hoa province.
Regarding the management, use, and exploitation of redundant houses and land after arrangement, the conclusion notice states:
Thanh Hoa Provincial People's Committee assigned 5 units to manage and use workplaces with an area larger than the standards and norms according to regulations (Department of Science and Technology exceeding 716 m2, Ha Trung Commune People's Committee exceeding 1,002 m2, Sam Son Ward People's Committee exceeding 9,209 m2, Hac Thanh Ward People's Committee exceeding 25,650 m2, Dong Son Ward People's Committee exceeding 1,314 m2).
Out of a total of 1,021 surplus houses and land establishments as of the inspection in June 2026, there are 413 houses and land establishments with a total land use area of 675,332 m2 and a construction floor area of 239,411 m2 that have not been granted Certificates of Land Use Rights.
Agencies, organizations, units, and localities assigned to manage and use these facilities have not fully performed their responsibilities in preparing, managing, and completing public asset dossiers according to regulations; have not registered land, reviewed, declared the current status of land use, and completed legal dossiers to be considered for issuance of Certificates of Land Use Rights in violation of the 2024 Land Law.
There are 3 facilities of houses and land that are public assets assigned to state agencies for management and use but lent to other organizations, violating regulations. Up to the time of inspection, the above cases have not been thoroughly handled according to the provisions of law on management and use of public assets.
Regarding the current situation, changes in area and legal land records, the Government Inspectorate determined that there are 6 houses and land facilities (Xuan Binh Commune People's Committee Headquarters, Cat Tan Primary School - Phu Van sub-area, Thanh Phong Commune People's Committee Headquarters, Phu Thanh Primary School Point - Phu Le commune, Inter-sectoral working house combined with Hoang Hoa guesthouse - Hoang Tien commune, Kien Tho 2 Primary School - Kien Tho commune) with changes in area, encroachment, overlapping, and illegal land use with a total area of 4,402.5 m2.
By the time of inspection, agencies, organizations, and units assigned to manage and use houses and land have not fully implemented their responsibilities for managing and protecting public property; Chairmen of People's Committees through periods and agencies with land management functions have not promptly inspected, detected, prevented, determined the causes, responsibilities and thoroughly handled the situation of land encroachment, land occupation, overlapping, illegal land use, violating the provisions of point a, clause 2, Article 22 of the Law on Management and Use of Public Assets in 2017.
