On July 22, the Department of Education and Training (GDĐT) of Dak Lak province said that it had just reported to the Provincial People's Committee on the plan to arrange preschool and general education institutions in 102 communes and wards and proposed a comprehensive plan throughout the province.
According to statistics, Dak Lak currently has 1,238 public educational institutions, including 356 kindergartens, 450 primary schools, 285 secondary schools, 62 inter-level primary - secondary schools, 78 high schools and 7 inter-level secondary - high schools.
Through summarizing the plans of 102 communes and wards, localities proposed to reduce 462 school branches, equivalent to 40.1%. In which, Krong Ana commune proposed the highest reduction with 73.33%; Ea Knuec, Phu Hoa 2 and Van Hoa communes also proposed a reduction of 66.67%.
After the appraisal process, Dak Lak Department of Education and Training proposed an arrangement plan in the direction of reducing 690 focal points, equivalent to 55.7% of the total number of public educational institutions currently. Specifically, it is expected to reduce 196 kindergartens, 331 primary schools, 212 secondary schools and 17 high schools. At the same time, the province will form 103 more primary - secondary school interdisciplinary schools, 35 secondary - high school interdisciplinary schools and 15 interdisciplinary schools from primary to high school.
According to Dak Lak Department of Education and Training, the plan is built on the basis of student scale, class size, distance between schools and the Government's requirement to reduce at least 30% of educational non-business units.
The arrangement must ensure that each commune has at least one preschool education institution and one general education institution with sufficient primary and secondary levels.
Through appraisal, 30 out of a total of 102 communes and wards fully agreed with the plan proposed by the Department of Education and Training. 72 localities partially agreed and proposed to adjust some contents to suit the actual conditions.
The Department of Education and Training assessed that most localities have proactively developed plans to arrange the school network. Many communes have chosen the model of a large-scale one-level school; some localities have proposed establishing inter-level primary and secondary schools.
However, there are still some communes that propose a reduction rate lower than the required level or have small school scale after arrangement, not meeting the goal of effective use of facilities and human resources.
Notably, the Dak Lak Department of Education and Training proposed to study merging a number of primary and secondary schools into high schools in the same area to form a large-scale inter-level school. This plan aims to streamline the management apparatus, while effectively exploiting the existing teaching staff and facilities.
The Department of Education and Training affirmed that the arrangement is only aimed at streamlining management and improving operational efficiency. Students will continue to study at existing facilities, without having to move further.
The plan must also ensure that it does not affect the mobilization of students to go to class, maintain the results of universal education and the right to study of students in the areas after arrangement.
