In the draft Decree stipulating the minimum wage for employees working under labor contracts being consulted, the Ministry of Home Affairs proposes to adjust the minimum wage to increase by 7.8% applied from January 1, 2027, corresponding to an increase of 310,000 - 390,000 VND.
Regarding the principle of applying zoning, the Ministry of Home Affairs said that it basically inherits according to the current regulations; reviewed and updated the names of some areas after changes due to having to rearrange administrative boundaries according to the Resolutions of the National Assembly Standing Committee; Considered adjusting the zoning of areas based on factors of economic growth, changes in infrastructure, labor market development level, and investment attraction areas.
Every year, the Ministry of Home Affairs requests localities to review and evaluate the localities and the minimum wage level being applied; in case of adjustment proposals, localities must organize exchanges with relevant agencies, units, investors and businesses, on that basis, summarize proposals and send them to the Ministry for review and report to the Government.
In 2026, after implementing the review, the Ministry recorded that 5 provinces and cities proposed to adjust the area of minimum wage application, including: Hung Yen, Da Nang, Dong Nai, Ho Chi Minh City, Hai Phong.
Adjustment from region II to region I for: Thanh Ha, Ha Tay, Ha Bac, Ha Nam, Ha Dong, Ninh Giang, Vinh Lai, Khuc Thua Du, Tan An, Hong Chau, Thanh Mien, Bac Thanh Mien, Nam Thanh Mien, Hai Hung communes under Hai Phong City; Binh Phuoc ward and Cam My, Dinh Quan, Tan Phu, Thuan Loi communes under Dong Nai City; Ba Ria, Long Huong, Tam Long wards, Ngai Giao, Nghia Thanh, Kim Long, Chau Duc, Long Hai, Long Dien, Binh Khanh, An Thoi Dong, Can Gio, Thanh An communes and Con Dao Special Zone under Ho Chi Minh City.
Adjustment from region III to region II for: Dien Ban, Dien Ban Dong, An Thang, Dien Ban Bac wards and Dien Ban Tay, Go Noi communes of Da Nang City; Phuoc Long ward and Tan Khai commune of Dong Nai City; Binh Gia, Xuan Son, Dat Do, Phuoc Hai, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Binh Chau, Hoa Hiep communes of Ho Chi Minh City.
Adjustment from region IV to region III for: Dong Hung, Bac Tien Hung, Dong Tien Hung, Nam Dong Hung, Bac Dong Quan, Bac Dong Hung, Dong Quan, Nam Tien Hung, Tien Hung, Quynh Phu, Minh Tho, Nguyen Du, Quynh An, Ngoc Lam, Dong Bang, A Sao, Tan Tien, Phu Duc, Hung Ha, Tien La, Le Quy Don, Hong Minh, Than Khe, Dien Ha, Ngu Thien, Long Hung, Le Loi, Kien Xuong, Quang Lich, Vu Quy, Binh Thanh, Binh Dinh, Hong Vu, Binh Nguyen, Tra Giang, Vu Thu, Vu Tien, Van Xuan communes of Hung Yen province.
Through review, the Ministry of Home Affairs found that the above-mentioned localities have all implemented the process of collecting opinions from relevant organizations, units and businesses located in the area.
The proposed regional adjustment of localities aims to regulate the labor market between regions, creating a reasonable balance in labor prices between neighboring areas, or because the above areas have developed labor markets, formed industrial zones and clusters, infrastructure conditions have been significantly improved, adjacent to other areas with higher minimum wages.
Therefore, the Ministry of Home Affairs agreed to accept the proposal to adjust the areas of application belonging to the 5 provinces/cities mentioned above to report to the Government for consideration and decision.
