The above content is stipulated in the Draft Circular detailing a number of contents and measures to organize the implementation of scholarship policies for learners in basic sciences, key techniques and strategic technology, announced by the Ministry of Education and Training (MOET) on the morning of August 1. The draft is being widely consulted by the MOET.
30% of excellent candidates by training major group have the opportunity to receive scholarships
One of the important contents of the draft is to guide the implementation of scholarship policies according to Decree No. 179/2026/ND-CP, unified nationwide for scholarship recipients.
In addition to candidates who won national and international excellent student awards who are directly admitted, the opportunity comes to all candidates in the top 30% of excellent candidates according to each training industry group nationwide who have the opportunity to receive government scholarships before enrolling.
According to the draft, the determination of groups not exceeding 30% of candidates with the highest scores is carried out separately for each training industry group nationwide, based on admission data in the general admission round.
The ranking score of candidates is calculated by the total score of Math plus two subjects with the highest results in the four subjects Physics, Chemistry, Biology and English of the high school graduation exam.
The scores of each subject are calculated on a scale of 10, not multiplied by a coefficient, not counting priority points, bonus points, bonus points or converted points from certificates or other assessment results.
Each candidate is only counted once according to the training program that the last successful candidate is still valid on the General Enrollment Support System.
Training institutions exploit enrollment and training data and data that has been connected and shared; learners do not have to submit applications again or provide information that is already in the system, unless they need to verify incomplete or incorrect data.
Scholarship appraisal is carried out according to the internal procedures of the training institution, without generating administrative procedures for learners. The organization of appraisal, deadlines for completing scholarship appraisal, payment procedures, monitoring and updating payment results on the information system. This is an important step to promote the application of technology and digital transformation in the enrollment and training organization of higher education.
Scholarships are paid periodically every month
According to the draft, scholarships are paid periodically every month according to the level and time specified in Decree 179/2026/ND-CP. Within 3 working days after payment, the implementing agency must update the amount of money, time and status of payment on the training management platform. All changes in majors, training programs, training institutions, learning status or discipline of learners must also be updated within 5 working days.
In addition to stipulating the principles for policy implementation, the draft Circular also promulgates a list of basic science majors that are eligible for scholarships and identifies majors in key engineering and strategic technology fields to apply corresponding scholarship levels.
