On April 20, at Ton Duc Thang University, the Ministry of Education and Training (MOET) organized the 2026 enrollment conference.
Reporting at the conference, leaders of the Ministry of Education and Training said that in 2025, the whole country had more than 1.16 million candidates taking the high school graduation exam. The total enrollment target for universities and colleges is 759,430.
The number of admitted and enrolled candidates reached 681,688, equivalent to 90% of the total target and accounting for 59% of the number of candidates taking the exam. Compared to previous years, the enrollment scale and enrollment rate both increased. In 2024, the enrollment rate reached 85.23%; in 2023 it was 82.45%; in 2022 it was 83.39%.
Regarding the enrollment method, admission based on high school graduation exam scores continues to play a leading role, accounting for 50.32%.
Other methods include: considering high school academic results accounting for 29.24%; combined admission accounting for 15.03%; separate exam accounting for 5.08%; direct admission accounting for 0.32%.

The Ministry of Education and Training assesses that the method of using transcripts tends to decrease compared to 2024. At the same time, there are still many enrollment methods that do not have or have very few students enrolling.
According to the Ministry, there are over 200 rounds of admission methods from training institutions without candidates confirming enrollment. In addition, 98 rounds of methods only reached less than 10% of the number of students enrolled compared to the target.
The Ministry of Education and Training assesses that the existence of too many admission methods causes information confusion for candidates, and at the same time does not ensure fairness between methods. Some training institutions have also not fully implemented the analysis and comparison of student input quality according to each admission method.
In addition, the enrollment work in 2025 still has some shortcomings such as: not updating data, not fully, promptly and accurately reporting; some schools have not participated in the common admission system or determined targets exceeding regulations.
