On April 17, the Ministry of Education and Training issued a document consolidating the high school graduation exam regulations, which systematizes and clarifies regulations on exam exemption, foreign language exemption and special graduation consideration for many groups of candidates in special cases.
Exemption from the entire high school graduation exam
According to regulations, candidates who are summoned to the national team to participate in international or regional Olympics in cultural subjects may be exempted from the entire high school graduation exam if they meet the conditions for studying and training and are named in the list approved by the Ministry of Education and Training.
Candidates participating in the team participating in international or regional Olympic exams in science and technology, culture and arts are also considered for exam exemption if they meet the requirements of studying and training and have confirmation of participating in training and exams according to regulations.
In addition to the group of international excellent students, people with particularly severe disabilities, people with severe disabilities, resistance war activists infected with toxic chemicals with a working capacity reduction of 61% or more and some cases of their own children, provided that they meet the learning requirements according to the high school program or personal education plan, are also exempt from the high school graduation exam.

Exemption from Foreign Language and Literature exams
According to regulations, the policy of exemption from the Foreign Language exam is applied to members of the national team participating in the International Foreign Language Olympiad. In addition, candidates with foreign language certificates meeting the 6-level Foreign Language Proficiency Framework for Vietnam (from level 3 and above, still valid) are also exempted from this subject in the graduation recognition consideration.
In addition, candidates who are eligible for exemption from the Foreign Language subject but still register for the exam can use the exam results to calculate graduation scores.
For Literature, foreigners with Vietnamese language certificates reaching level 3 or higher according to the prescribed competency framework are also exempt from the exam in considering high school graduation recognition.
Group of candidates eligible for special high school graduation
In addition to exam exemption, the consolidated document also clearly stipulates the cases eligible for special consideration for high school graduation.
Candidates who are eligible for the exam but have accidents, illnesses or special unexpected events not more than 10 days before the exam or right in the first exam session, leading to inability to take the exam, may be considered for special consideration if they meet the requirements for academic and training results in grade 12.
In case candidates have taken at least one exam but cannot continue due to force majeure reasons, they can still be considered for special consideration if the exam papers have achieved 5 points or more, while ensuring learning and training requirements.
In addition, athletes who achieve excellent results at national or international sports tournaments, if the high school graduation exam time coincides with the training or competition schedule, are also eligible for special consideration according to regulations.
Regarding procedures, dossiers and deadlines for submission for special cases, the Ministry of Education and Training requires that no later than 7 days after the last exam session of the exam, candidates must submit special admission dossiers to the Head of the unit where the candidate registers for the exam. The Head of the unit where the candidate registers for the exam is responsible for receiving and transferring special admission dossiers to the Department of Education and Training.
Within 30 days from the end of the last exam session of the exam, the High School Graduation Recognition Council considers and decides on special admission for candidates based on dossiers and regulations.
