According to the report of the Working Group of the Steering Committee for the implementation of the inter-level boarding school construction project of Dien Bien province, currently 5/9 schools started construction in 2025 are behind schedule, in the communes: Muong Nha, Na Bung, Quang Lam, Nua Ngam and Sin Thau.
The actual construction progress at these projects currently reaches from 53% to 59% of the volume.
Muong Nha Inter-level Boarding School with a total investment of 200 billion VND, reaching about 59%; Na Bung School 220 billion VND, reaching 53%; Nua Ngam School nearly 215 billion VND, reaching 53%; Sin Thau School 197 billion VND, reaching 54% and Quang Lam School 220 billion VND, reaching 55%.

Accordingly, the reason for the slow progress is due to difficult construction conditions in the border highlands, strongly affected by fluctuations in construction material prices and increased labor costs (especially from March 2026).
The implementation process has seen problems arising that have not been fully assessed from the beginning. Typically, the landslide incident at the project in Muong Nha.
In addition, investing in a domestic water system due to being far from water sources, costly and causing problems for people in Na Bung and Nua Ngam.

In contrast, 4 projects started in 2025 in Thanh Nua, Thanh Yen, Nam Ke, Sam Mun communes still closely followed or exceeded the plan. In which, the project in Thanh Nua has completed over 80% of the construction volume.
With only more than 2 months left until the new school year, and to prevent projects from being delayed and preventing waste of resources, leaders of Dien Bien Provincial People's Committee directly "shared the spearhead" to inspect the reality and grasp the situation in order to complete it before August 30.

On June 11, Chairman of the Provincial People's Committee Le Van Luong inspected the progress in Muong Nha, Nua Ngam and Sam Mun communes. Vice Chairman Nguyen Van Doat was also present in Na Bung, Sin Thau, Quang Lam, Nam Ke communes to directly remove bottlenecks on June 14-15.
Here, Chairman of the Provincial People's Committee Le Van Luong requested contractors to focus maximum resources, develop appropriate construction plans in the rainy season, prioritize completing the roof for projects that have completed the body to ensure they can continue construction in unfavorable weather conditions.

Along with that, pay attention to investing in domestic water supply systems, ensuring living conditions for students and teachers when schools go into operation. Construction units need to improve their determination, rationally calculate priority items, accelerate progress, and strive to complete projects as soon as possible.
The Chairman of the Provincial People's Committee also requested localities to coordinate and mobilize human resources to support construction units during peak periods in the project implementation process.
Dien Bien province is currently implementing 15 projects to build Inter-level Boarding Primary and Secondary Schools in border communes, with a total investment of more than 3,550 billion VND.
Among these, the school project in Si Pa Phin commune was inaugurated at the end of January 2026. The remaining 9 projects started in 2025 are being focused on construction, and 5 projects started in 2026 are completing investment procedures.
