The People's Council of Cao Bang province, term XVII, has passed Resolution No. 08/2025/NQ-HDND, officially amending and supplementing Article 4 of the Regulations on fees and collection levels for services serving and supporting educational activities other than tuition fees at public educational institutions in the province.
According to the resolution, from July 19, 2025, a series of services in public preschools, primary schools, secondary schools and high schools will be subject to a new maximum fee.
Accordingly, daycare services (Saturday, Sunday, summer) have a maximum fee of VND 4,500/hour for preschool children. The after-hours care service applies to preschools and primary schools at a rate of 6,000 VND/hour.
In addition, the service of caring for and managing children at noon and boarding facilities has a fee of 165,000 VND/month for preschool and primary school (excluding food allowances).
In addition, preschool English proficiency activities are limited to VND9,000/hour. Life skills, art, sports, and STEM activities are generally applied to all levels of education at the level of 9,000 VND/hour or tuition.
For boarding and early-level equipment, each student pays a maximum of VND 160,000/year; in the following years, VND 100,000/year for additional and replacement of equipment.
Along with that, if the school does not organize cooking, the package meals have a maximum fee of 25,000 - 30,000 VND/meal. If the school organizes its own cooking, the fee for hiring a cook is 120,000 VND/month/student, while the food fee is 22,000 VND/day/student.
Drinking water is 10,000 VND/month/student.
In addition, many services will be applied according to the mechanism agreed upon between schools and parents, such as: using air conditioners, curtains; showing off for inspection and testing; experiential activities, career guidance outside of school; supporting personal hygiene for preschool children and primary school students.
The Resolution takes effect from July 19, 2025. The People's Committee of Cao Bang province is responsible for organizing the implementation and reporting the implementation results. The Standing Committee of the People's Council, the Provincial People's Council Committees and delegates will closely monitor to ensure that the revenues are implemented transparently and in accordance with regulations.
