Decree No. 115/2020/ND-CP stipulates the consideration of transfer from this professional title to another professional title corresponding to the same level of work complexity as required by the job position.

Accountant code 06. 031 (who has a recruitment decision for civil servants), has a second degree in primary education, does not have a certificate of training according to primary school teacher standards, can they be transferred from a professional title to Primary School Teacher rank III when transferring jobs?
Regarding this issue, the Ministry of Education and Training answers as follows:
Accounting positions belong to the list of common professional title positions, primary school teachers belong to the group of professional title positions. These two positions belong to two different professional fields, and cannot be defaulted to the same level of complexity as the basis for direct transfer of titles without inspection and evaluation of standards, conditions, qualifications, professional capacity, and nghiệp vụ, including pedagogical nghiệp vụ.
According to the provisions of Clause 2, Article 30 of Decree No. 115/2020/ND-CP (amended and supplemented by Clause 14, Article 1 of Decree No. 85/2023/ND-CP), civil servants considered for transfer of professional titles must meet sufficient standards for the transferred professional title.
Civil servants who do not have training certificates according to professional title standards for primary school teachers are not eligible for competent authorities to carry out the process of considering transferring professional titles to Primary School Teacher rank III.
