Current teacher norms at all levels

The current teacher quota at all levels is regulated by Circular 20/2023/TT-BGDDT of the Ministry of Education and Training.

Preschool teachers:

Pursuant to Circular 19/2023/TT-BGDDT, the norms for preschool teachers are as follows:

- For the group of children: For every 15 children/group of children from 03 months to 12 months old; 20 children/group of children from 13 months to 24 months old; 25 children/group of children from 25 months to 36 months old are arranged with a maximum of 2.5 teachers/group of children;

- For kindergartens: For every 25 children/class from 3 to 4 years old; 30 children/class from 4 to 5 years old; 35 children/class from 5 to 6 years old are arranged with a maximum of 2.2 teachers/class;

- Preschools that do not have enough children to arrange according to the group of children or kindergarten classes specified in Point a, Point b, Clause 1 of this Article or after arranging the group of children and kindergarten classes as prescribed in Point a, Point b, Clause 1 of this Article with a surplus of children, the preschool teacher quota will be calculated on the average number of children according to the age of each group of children and kindergarten classes as follows:

For every 06 children aged 3 to 12 months or 08 children aged 13 to 24 months or 10 children aged 25 to 36 months, 11 children aged 3 to 4 years or 14 children aged 4 to 5 years or 16 children aged 5 to 6 years, an additional 1.0 teacher will be arranged;

- For groups of children with merged careers and preschool classes according to the Charter of kindergartens, the teacher quota will be arranged according to the provisions of Point a, Point b, Clause 1 of this Article;

- For schools with only 01 group of children or 01 kindergarten class that does not have enough children to be arranged according to the kindergarten group or kindergarten class prescribed in Point a, Point b, Clause 1 of this Article, 2.0 teachers/ kindergarten group or kindergarten class will be arranged.

Primary, secondary and high school teachers:

Pursuant to Article 3 of Circular 20/2023/TT-BGDDT, regulations on zoning to calculate teacher quotas are as follows:

- Region 1: Communes in regions II and III according to current regulations in ethnic minority and mountainous areas; communes with special difficulties in coastal areas; communes with particularly difficult socio-economic conditions; island communes, islands, border communes, and safe-haven communes according to Government regulations;

- Zone 2: Communes in area I (except for wards and towns) according to current regulations in ethnic minority and mountainous areas;

- Zone 3: Wards and towns in area I according to current regulations in ethnic minority protection areas, mountainous areas and the remaining communes, wards and towns.

- Number of students/class by region to serve as a basis for assigning or approving the number of people working in general education institutions as follows:

+ Region 1: Average 25 students/class for primary school; average 35 students/class for secondary and high school;

+ Region 2: Average 30 students/class for primary school; average 40 students/class for secondary and high school;

+ Region 3: Average 35 students/class for primary school; average 45 students/class for secondary and high school.
