Expected time when Hanoi will exempt textbooks for students

Hanoi - It is expected that from the 2027-2028 school year, the city will implement a policy of free textbooks for students.

On August 28, the Hanoi Department of Education and Training provided information on the preparation of textbooks for the 2026-2027 school year.

Accordingly, implementing the direction of the Ministry of Education and Training and the City People's Committee, the Department of Education and Training has issued synchronous documents directing and guiding the preparation of textbooks for the 2026-2027 school year, ensuring uniformity from the selection and training of teachers to the supply, distribution and use of textbooks.

In parallel with the preparation of textbooks, the Department has developed a Plan for training and fostering management officials and teachers to use a unified set of textbooks, organizing training from June 29 to July 24 for 100% of management officials and teachers.

Along with that, direct educational institutions to organize professional activities according to schools and clusters of schools; review and adjust school education plans, teaching plans for subjects and fully prepare learning materials and teaching equipment to serve the implementation of a set of unified textbooks from the 2026-2027 school year.

To date, the Department has completed the review of textbook demand in the city; developed a supply plan suitable for the two-level local government model; completed training for management staff and teachers...

Regarding the implementation of free textbooks, implementing the direction in Document No. 14121/VP-KGVX dated July 14, 2026 of the Office of the City People's Committee on assigning the Department of Education and Training to preside over and coordinate with the Department of Finance, People's Committees of wards and communes to research and advise on documents directing the implementation of Document No. 4369/BGDĐT-KHTC dated July 10, 2026 of the Ministry of Education and Training on the implementation of the policy of free general education textbooks and support funds at the beginning of the 2026-2027 school year.

Based on Decree No. 271/2026/ND-CP dated July 3, 2026 of the Government stipulating the exemption of general education textbooks and tuition fee exemption, curriculum for National Defense and Security Education subjects at higher education and vocational education institutions; the Department of Education and Training has coordinated with the Department of Finance to advise the City People's Committee to issue document No. 4082/UBND-KGVX dated August 10, 2026 on the implementation of the policy of exempting textbooks.

According to the provisions of Decree No. 271/2026/ND-CP, the procurement of textbooks is carried out in accordance with the law on bidding; educational institutions must complete the receipt, warehousing, and inventory of textbooks before June 15 every year and organize for students to borrow at the latest 15 days before the opening of the new school year (Article 7).

For the 2026-2027 school year, because the current time is close to the opening day, there is no longer enough time to organize the preparation of estimates, develop plans and deploy the selection of contractors to supply textbooks to ensure compliance with the law.

Therefore, in the 2026-2027 school year, the city has not implemented the policy of free general education textbooks.

Currently, the Department of Education and Training is coordinating to seek comments from departments, branches, and ward and commune People's Committees on the Plan to implement the policy of free textbooks and curriculum for national defense and security subjects.

Accordingly, the policy is expected to be implemented from the 2027-2028 school year and ensure that by the 2029-2030 school year, all students studying at educational institutions under the city's management (People's Committees of wards and communes) will be entitled to the policy.
