Vice Chairman of the City People's Committee Vu Thu Ha has just signed and issued Official Dispatch No. 4082/UBND-KGVX dated August 10, 2026 on the implementation of the policy of free general education textbooks and support funds at the beginning of the 2026-2027 school year.
Accordingly, the City People's Committee requests the Department of Education and Training to preside over and coordinate with the Department of Finance to guide the People's Committees of wards, communes and educational institutions under their management to fully, promptly, and to the right subjects, in accordance with regulations, implement the support policies for students and learners that have been issued by the Central Government and the City People's Council, including: Tuition fee support policies for preschool children and general education students according to regulations; supporting rice, personal belongings and school supplies for students of ethnic minority boarding schools according to regulations; supporting semi-boarding meals for primary school students according to regulations.
The Department of Education and Training shall preside over and coordinate with the Department of Finance, People's Committees of wards, communes and relevant agencies to develop a Plan to implement the policy of exempting general education textbooks (roadmap and plan for phasing according to each school year, each level of education; subjects, needs, funding sources, assignment of responsibilities and implementation progress), and submit it to the City People's Committee for consideration and approval in August 2026.
Preside over and coordinate with the People's Committees of wards, communes and educational institutions to review and summarize the number of students eligible for policies (including students of private educational institutions in the area), determine the need for use and the current status of existing textbooks that are still usable, and estimate expenses for each grade level and school year as a basis for building annual budget estimates.
Along with that, advise the City People's Committee to decide on organizing centralized procurement or decentralization to the Department of Education and Training, People's Committees of wards, communes, and educational institutions to purchase textbooks according to the provisions of the law on bidding. Professional guidance on the mechanism of borrowing - returning, managing textbooks as public assets and transferring libraries.
The Department of Health presides over professional guidance on the content of periodic health checks/health checks for children in preschool education institutions (children under 6 years old), students in general education institutions from 6 years old - under 18 years old according to regulations.
The Department of Finance coordinates with the Department of Education and Training and the Department of Health to guide the People's Committees of wards and communes to implement support policies for students and learners that have been issued by the Central Government and the City People's Council. Presiding over and advising the City People's Committee to submit to the City People's Council to allocate funds to implement policies from the city budget according to the provisions of the State Budget Law.
People's Committees of wards and communes, based on the guidance of departments and branches, organize the full, timely, and appropriate implementation of support policies for students and learners (including students of private educational institutions in the area) that have been issued by the Central Government and the City People's Council.
Preside over, coordinate, and direct relevant units to organize the implementation of the Health Examination Plan for children in preschool education institutions (children under 6 years old), and students in general education institutions from 6 years old to under 18 years old.
Balance and ensure funding for policy implementation from the commune-level budget according to the provisions of the State Budget Law. In case the budget cannot be balanced, the People's Committees of wards and communes are responsible for proposing and sending to the Department of Education and Training and the Department of Health for general synthesis and sending to the Department of Finance for synthesis and reporting to competent authorities for consideration and decision on supplementing from the city budget to the commune-level budget.
Proactively prepare necessary conditions; after the plan is approved by the City People's Committee, organize implementation according to the roadmap and guidance of the Department of Education and Training, Department of Finance; prioritize policy beneficiaries and difficult areas.
