Eliminating early admission will be fairer in admission
The Ministry of Education and Training (MOET) will eliminate early admission in the 2025 university admission round to ensure fairness. Instead of limiting the quota to 20% as in the previous draft, the new regulations require all candidates to re-enter their wishes in the general admission system and can only be admitted with one wish. Eliminating early admission helps reduce waste of time and finance for candidates and schools.

According to Associate Professor, Dr. Tran Thien Phuc (University of Technology - Vietnam National University, Ho Chi Minh City), early admission can make candidates subjective, not focus on studying, and at the same time push up the admission standard score for the graduation exam score method, causing disadvantages for candidates who do not participate in early admission.
However, some opinions say that eliminating early admission may cause anxiety for candidates because previously, those who were admitted early would be more confident in taking the high school graduation exam. Teachers seek additional guidance after Circular 29 takes effect
Circular 29 of the Ministry of Education and Training takes effect from February 14, requiring teachers to teach extra classes outside of school to do so at establishments with business registration. This has caused many teachers to temporarily suspend classes or switch to teaching for free while waiting for the procedures to be completed. Some teachers such as Mr. Pham Hau (Literature) and Mr. Kim Ngoc (Literature) continue to teach but commit not to collect money from regular students.

Despite difficulties in the transition period, many teachers agree with Circular 29 because it makes tutoring more transparent, avoiding the pressure of students to take extra classes beyond their wishes. Business registration is considered quite favorable but still requires time to process documents, causing some teachers to worry about the progress of implementation.
According to Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City, Circular 29 does not prohibit extra teaching but aims to strictly manage, ensuring seriousness in education. Teachers who teach extra classes outside must comply with regulations without exception, whether teaching with a few students or in small groups.
Quang Ninh directs the management of extra teaching and learning
The People's Committee of Quang Ninh province has just issued Official Letter No. 316/UBND-VHXH, which requires education management levels to strictly implement regulations on extra teaching and learning according to Circular 29/2024/TT-BGDDT. Principals of schools are responsible for supervising teachers who teach extra classes inside and outside the school. At the same time, the province has strengthened inspection, strictly handled violations and rewarded individuals and groups devoted to students.
The Chairman of the Provincial People's Committee also directed the study of funding support plans for schools according to the direction of the Government to improve the quality of education. In addition, the province requires the completion of the announcement of the admission plan for junior high school and high school in February 2025.
