Considering lecturer promotion must be based on the job position at the time of work
The Ministry of Education and Training affirms that the consideration of promotion or special consideration for appointing professional titles must be based on the job position and needs of the unit at the time the public employee is working, according to the provisions of Decree 115/2020/ND-CP.
For cases before September 1, 2025, working at a college and registering for promotion to Vocational Education Lecturer rank II (code V.09. 02. 02). However, as of September 22, 2025, when there was an admission notice, he had switched to teaching at a university, no longer subject to the application of the title of Vocational Education Lecturer.

How many extra periods do teachers teach to calculate overtime pay?
The Ministry of Education and Training said that the working regime of general education teachers is implemented according to Circular 05/2025/TT-BGDĐT. According to regulations, from April 22, 2025, the total teaching time in the school year is 37 weeks, including 35 weeks of actual teaching and 2 weeks of reserve.
However, to calculate the teaching period norm in the school year, only the number of actual teaching weeks (35 weeks) is calculated, excluding 2 weeks of reserve. Therefore, for secondary school teachers with a norm of 19 periods/week, the total standard period in the 2024-2025 school year is calculated as 35 x 19 = 665 periods.
Teachers who teach more than the total quota number of periods (665 periods/year) are counted as overtime teaching and are paid overtime teaching salaries according to current regulations. See more...
