Ministry of Education and Training clarifies the regime of reducing teaching norms for teachers
The Ministry of Education and Training has answered teachers' questions about whether the head of the professional group who received the allowance is entitled to reduced teaching time norms or not. The question stems from the difference between the regulations in Circular 05/2025/TT-BGDĐT and Circular 21/2025/TT-BGDĐT related to the regime of reduced teaching time and payment of overtime teaching fees.

According to Circular 21/2025, tasks that have received remuneration or allowances are not converted into teaching periods or reduced norms to calculate overtime salaries, unless otherwise provided by law. Meanwhile, Circular 05/2025 clearly stipulates that heads of professional groups are entitled to a reduction of 3 periods/week and are not excluded when receiving allowances.
Based on these regulations, the Ministry affirms that teachers assigned to be heads of professional groups are still entitled to allowances and are also entitled to reduced teaching hours according to regulations. See more...

Instructions on ranking teachers' salaries when newly recruited as civil servants
Ms. Le Thi Hong (Dong Nai), primary school teacher grade III, passed the civil servant exam from July 1, 2024 and must be a 12-month intern, receiving 85% of grade 1 salary (coefficient 2.34). Answering this question, the Ministry of Home Affairs said that the salary ranking for civil servants recruited from December 7, 2023 is implemented according to Circular 05/2024/TT-BNV. At the same time, based on Decree 115/2020/ND-CP (amended and supplemented in Decree 85/2023/ND-CP), you need to contact the civil servant management agency where you work for consideration and specific resolution.
