Ms. Pham Thi Thu Thuy (HCMC) reflected that, according to Circular No. 05/2025/TT-BGDĐT, the head of the professional group or the head of the subject group is reduced by 3 periods/week; the deputy head of the professional group or the deputy head of the subject group is reduced by 1 period/week.
However, Circular No. 21/2025/TT-BGDĐT stipulates that tasks that have received remuneration or allowances are not allowed to convert the time of task performance to teaching hours or reduce teaching hours norms to calculate overtime salaries unless otherwise provided by law.

Ms. Thuy asked, is the head of the professional group who received the allowance entitled to reduce teaching hours?
The Ministry of Education and Training answers this question as follows:
Clause 5, Article 3 of Circular No. 21/2025/TT-BGDDT dated September 23, 2025 of the Minister of Education and Training stipulates the regime of paying overtime teaching salaries for teachers in public educational institutions, which stipulates:
Responsibilities that have received remuneration or allowances are not allowed to convert the time of task performance into teaching hours or reduce teaching hours norms to calculate overtime salaries unless otherwise provided by law.
Therefore, in cases where the law has other regulations, the tasks that have received remuneration or allowances can be converted to a teaching period or reduced teaching norms.
Clause 3, Article 3 of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training stipulating the working regime for general education and university preparatory teachers stipulates:
Each teacher does not concurrently perform more than 2 tasks specified in Article 9, Article 10, Article 11 of this Circular. For tasks specified in Chapter III of this Circular (except for concurrent tasks in Clause 3, Clause 5, Article 9; Clause 1, Clause 2, Clause 3, Article 10 of this Circular), if they have received remuneration or allowances, they are not entitled to reduce teaching time norms or convert them into teaching time".
Based on the above regulations, in case teachers are assigned to concurrently hold positions as heads of professional groups, they will both receive allowances and reduce teaching hours according to regulations.
