According to the provisions of Circular 08/2023, the time holding the old professional title is calculated equivalent to the new title when it is legally converted. Teachers when transferring from secondary school to high school can still be calculated the previous working time for promotion consideration.
For the case of Mr. Nguyen Hoang Thuan, if he is transferred according to regulations from a secondary school teacher to a high school teacher, the time holding rank II in secondary school will be converted to be equivalent to the time holding rank III in high school.
