While the salary and allowance policies for teachers are gradually being completed, the school staff are still suffering many disadvantages. According to the draft Decree on professional preferential allowances, the group of supporting and serving staff in public educational institutions will only enjoy a level of 20% from 2026-2030, causing many opinions to believe that it is not commensurate with the role and contribution of this essential "rear" force.
School staff include positions such as library, equipment, accountant, clerical staff, school health staff, security guard,... although not directly teaching, they play an important role in ensuring safe and effective teaching and learning activities. However, most of this team is receiving intermediate and college salaries, has few opportunities for promotion, has not received diverse types of allowances like teachers, and applies a common allowance level, without distinguishing working conditions by region.
From that reality, many school staff proposed to increase the allowance level right from 2026 in the direction of zoning, possibly up to 30-50% depending on the region, and continue to adjust higher from 2031.
