Students are insecure because of announcing the temporary suspension of teaching activities without reason
In recent days, the atmosphere at Kinh Bac University has not been dedicated to teaching and learning, but engulfed by the tension and anxiety of the collective of officials and students when they suddenly received a notice, temporarily suspending their studies from January 19, 2026.
Notice No. 46-TB/DHKB signed by Mr. Nguyen Van Hoa, issued on January 14 and posted on the website daihockinhbac.edu.vn clearly states: "Temporary suspension of training activities from January 19, 2026 to the end of February 8, 2026 (Tet Nguyen Dan holiday scheduled from February 9, 2026 to March 5, 2026)".
N.D.T - a 5th-year student majoring in Traditional Medicine, Kinh Bac University expressed surprise and disagreement with the above announcement.
We are 5th-year students, studying normally, there is no reason to temporarily stop studying. An individual principal cannot decide to stop training for a short time. We hope the school will continue training, soon consolidate the staff, and ensure the rights of students graduating on schedule" - the male student expressed his opinion.
V.T.B - a 3rd-year student of the Faculty of Business Administration, Kinh Bac University also proposed that there should be a direct meeting with the principal to be answered why students stop studying.
We want to continue going to school" - the female student expressed.
Not only students, the above announcement also surprised the teaching staff, because the teaching and learning plan has been developed and announced to all students and lecturers from the beginning of the school year.
Mr. Tran Tuan Trung - lecturer of the Ho Chi Minh Thought module - Kinh Bac University said that when teaching activities are temporarily suspended, for any reason, it will seriously affect the overall progress.
In particular, many students in difficult circumstances, in addition to studying, also working part-time, have to change their plans. Many students hope to study on schedule, graduate, to participate in the labor market, earn money, and create income to cover living expenses.
This document was issued suddenly. I do not understand the internal situation of the matter, but as a lecturer, I hope that leaders at all levels will have a meeting to discuss and agree, so that the school's activities will be smooth and on schedule" - Mr. Trung said.
Kinh Bac University needs to implement training on schedule, so that students can study with peace of mind.
Kinh Bac University was established in 2012, according to the Prime Minister's Decision, headquartered in Vu Ninh ward (Bac Ninh province), belonging to Chan Thien My Economic Group.
In recent years, there have been many scandals in the management and training activities of this school, originating from disputes over legal representation rights and management rights at Chan - Thien - My Co., Ltd. and Kinh Bac University.
On December 31, 2025, the Ministry of Education and Training issued document No. 2491 on inspecting the establishment and operation of the school council; the organization of enrollment, management of training at all levels of higher education; quality assurance conditions; management and issuance of diplomas and certificates for Kinh Bac University.
Regarding the appointment and dismissal of Mr. Nguyen Van Hoa, the Ministry of Education and Training concluded:
On April 19, 2021, the School Council issued Decision No. 56/QD-HDT on the appointment of the Rector for Mr. Nguyen Van Hoa according to the provisions of Clause 6, Article 7 of Decree No. 99/2019/ND-CP and Clause 3, Article 13 of the Organization and Operation Regulations of Kinh Bac University (Decision No. 03/QD-HDT).
However, the term of the University Council is 2020-2025, so Decision No. 5/QD-HDT on the appointment of the Principal for Mr. Nguyen Van Hoa for the 2021-2026 term is not in accordance with the provisions of Clause 1, Article 20 of the Law on Higher Education (amended and supplemented by the Law amending and supplementing a number of articles of the Law on Higher Education in 2018).
Regarding the proposal for handling measures, the Ministry of Education and Training requests individuals who are appointed and assigned tasks not to perform tasks according to the decision to appoint and assign tasks not in accordance with the provisions of law.
However, according to Lao Dong's records, there are currently two websites with the same name Kinh Bac University (Bac Ninh province), but with different contents for the school board.
The website "daihockinhbac.edu.vn" does not introduce details of the school's Board of Directors, but publishes documents and notices signed and stamped by Mr. Nguyen Van Hoa - the title of principal.
And the website "truongdaihockinhbac.edu.vn", introduces Dr. Pham Ngoc Truc and M.A. Dao Thi Bich Thuy as vice principals (without principals).
While prolonged management disputes have not been resolved, the long-time faculty at Kinh Bac University expressed disappointment and concern because the suspension of the training program affects their psychology, work and rights.
Recently, we received Notice No. 46 from the Rector of Kinh Bac University about stopping training, this is too surprising for us.
We teach, but always in a state of fear about the time and progress of training. When I signed a contract with Kinh Bac University to teach the subject of Traditional Medicine, we arranged all the lesson plans and curriculum. Now stopping, I myself will be disrupted in my work, and students are worried about what the future will be like.
