Proposal to temporarily postpone un urgent projects, focus on free textbooks from 2026
At the discussion session on the afternoon of November 20, delegate Nguyen Thi Yen (HCMC Delegation) proposed to temporarily postpone un urgent projects to focus resources on education, including providing free textbooks for all students from the 2026-2027 school year, instead of following the roadmap until 2030. She was concerned about the regulation "localities have new conditions to be exempted from textbooks" causing injustice among students in areas, especially disadvantaged areas.
Regarding resources, delegate Yen said that it is possible to adjust the budget, temporarily suspend some unnecessary projects to focus on implementing breakthrough policies for the education sector. According to her, providing free textbooks will ensure fairness, reduce financial burdens and create equal learning opportunities for all children across the country.

Proposed 30% allowance for school staff
At the discussion session on November 20, delegate Ha Anh Phuong proposed to immediately apply a 30% vocational preferential allowance for school staff from January 1, 2026. She emphasized that although the group of employees is small, they play an important role, the workload has increased sharply due to digital transformation and the new general education program, but they have not yet received public service allowances, seniority or vocational incentives like teachers.

For teachers, the delegate suggested clarifying the roadmap for applying preferential allowances according to two options. First, supplement the regulation on basic salary allowances according to titles from 1-1.8. Second, from January 1, 2026, an allowance of 65% will be applied to preschool and general education teachers, 100% to teachers in particularly disadvantaged areas, then increased by 5% per year, aiming for the highest teacher salary in the administrative system according to the Law on Teachers and Resolution 71.
Delegate Do Huy Khanh agreed with the policy but was concerned about implementation resources, because the teaching staff is very large, the budget will increase significantly when adjusting allowances. Highland students bring green bananas and cabbage to teachers on November 20
On November 20, at mountainous schools such as Phong Hai Primary Boarding School for Ethnic Minorities No. 2 (Lao Cai) or Chiem Hoa Secondary and High School for Ethnic Minorities (Tuyen Quang), students brought simple gifts such as green banana branches, bunches of wild vegetables, cassava, pumpkin... instead of flowers or pre-purchased gifts.
