On November 8, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in October 2025 online with localities.
Concluding the meeting, the Prime Minister requested ministries, branches and localities to focus on developing culture and society, ensuring social security, and improving people's lives.
Notably, the head of the Government requested to promote increased revenue and expenditure savings to have funding to propose competent authorities to decide on salary increase, allowances and subsidies from the beginning of 2026. Focus on starting construction of nearly 100 boarding and semi-boarding schools at inter-level in border communes. Reclaim clean land, assign projects to place orders for social housing construction.

Previously, the content related to salaries also received much attention from delegates during the discussion sessions at the 10th Session of the 15th National Assembly.
National Assembly delegate Nguyen Van Than (Hung Yen delegation) expressed his support for the view that the salary of cadres, civil servants, and public employees must be equal to the average living standard of society. According to the delegate, the salary of cadres, workers and civil servants must be from 15 million VND/month or more.
The delegate said that currently in private enterprises, many enterprises are willing to pay high salaries to have high-quality human resources. For example, new graduates, especially in technology, businesses are willing to pay a salary of 50 million VND/month, even some positions pay up to 100-200 million VND/month without being able to recruit workers.
"This is a reality that we have surveyed, not unfounded," delegate Nguyen Van Than shared and emphasized that salary increase for cadres, civil servants and public employees is mandatory.
According to him, the State needs to have policies to encourage and retain cadres, civil servants, public employees, good people, and active workers. The most important thing is to ensure wages so that workers in the state sector can raise children and stabilize their family life, thereby focusing on work.

The Government Party Committee has also recently reported and submitted to the Central Executive Committee for consideration the salary reform roadmap for cadres, civil servants, public employees and armed forces.
Accordingly, the salary reform roadmap is determined to include the following main contents: Building 5 new salary tables for different groups of subjects; Completing the allowance and bonus regime; Regulating the salary increase regime and implementation funding sources; Salary and income management associated with work efficiency.
These are steps determined in the process of preparing to implement comprehensive salary reform in the spirit of Resolution 27.
