The Ministry of Education and Training has just issued a document on reducing competitions, records, books, meetings and intermediate reports in educational institutions. The Ministry said that this reduction aims to reduce pressure and unnecessary administrative procedures, spend more time and resources on teaching and professional activities, contributing to limiting achievement disease.
For teachers, the Ministry of Education and Training requires reducing overlapping competitions and festivals that do not directly serve professional activities or generate unnecessary records and evidence. Only organize competitions according to regulations, with clear and practical goals.
Do not organize school-level or commune-level excellent teacher contests for achievements; in case it is necessary to organize to detect and select teachers to participate in contests organized by superiors, it shall be implemented according to regulations, ensuring practicality, without generating unnecessary dossiers or evidence. Conditions for secondary school teachers to be considered for promotion to rank II
Sending questions to the Government Electronic Information Portal, Ms. Nguyen Thi Binh (Ha Tinh) said that she is a secondary school teacher rank III (V.07.04.32), salary coefficient 3.33 from January 22, 2025. Previously, she was a secondary school teacher rank III, code 15a.201.
Ms. Binh has a total working time of 12 years, including probation.
She asked if she was eligible to be promoted to Secondary School Teacher rank II?

Regarding this issue, the Ministry of Education and Training answers as follows:
To be appointed to the professional title of Secondary School Teacher rank II (code V.07.04.31), Ms. Nguyen Thi Binh must pass the promotion exam for the professional title from Secondary School Teacher rank III to rank II organized by competent authorities in the locality in accordance with the law.
According to the provisions of Clause 1 and Clause 2, Article 31 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of public employees (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023), the consideration for promotion to professional titles must be based on the job position, professional title standards and in accordance with the structure of public employees according to professional titles of public non-business units approved by competent authorities.
