The Ministry of Education and Training has just issued a document on reducing competitions, records, books, meetings and intermediate reports in educational institutions. The Ministry said that this reduction aims to reduce pressure and unnecessary administrative procedures, spend more time and resources on teaching and professional activities, contributing to limiting achievement disease.
For students
For students, the Ministry of Education and Training requires not to organize excellent student exams at school and commune levels, except for cases where they are organized to detect and select excellent student teams to participate in exams organized by superiors (provincial level, national level).
The excellent student exam organized by the Department of Education and Training must ensure substance, objectivity, and fairness; do not expand subjects, scale, number of rounds or unnecessary content.
Contests organized or jointly organized by the Department of Education and Training must be truly necessary, with content suitable to the education program, age psychological characteristics and actual conditions; not mobilizing funds, not putting pressure on students and parents.
Exchange activities, playgrounds on English, STEM/STEAM, arts, sports, digital transformation, AI... are organized in a spirit of fun, voluntariness, and practicality; not transformed into exams or using the number of prizes and achievements to evaluate the quality of teaching and emulation.
For teachers
The Ministry of Education and Training requests to cut overlapping competitions and contests that do not directly serve professional activities or generate unnecessary dossiers and evidence. Only organize competitions according to regulations, with clear and practical goals.
Do not organize school-level or commune-level excellent teacher contests for achievements; in case it is necessary to organize to detect and select teachers to participate in contests organized by superiors, it shall be implemented according to regulations, ensuring practicality, without generating unnecessary dossiers or evidence.
At the preschool level, do not organize competitions, contests, and movements for teachers to make supplies and toys; do not use this product as a basis for evaluation, ranking, and emulation if there are no regulations from competent authorities.
Cutting records, books, meetings
The Ministry of Education and Training also requires educational institutions to comply with dossiers and books according to regulations; do not arbitrarily place additional forms, reports, and evidence if there is no legal basis or it is not really necessary.
Inadequate and duplicate records and books are reviewed to propose amendments or reductions.
The Ministry also requested not to build unnecessary intermediate reports, not to request reports on information and data already available on the common database of the industry, unless required by regulations.
Unnecessary administrative meetings need to be reviewed, cut, and prioritize time for teaching and professional activities.
In the 2026-2027 school year, implement digital dossiers and digital books according to the roadmap of the Ministry of Education and Training, gradually replace paper dossiers, not requiring simultaneous paper dossiers and electronic dossiers with the same content, except as prescribed by law.
