The Ministry of Education and Training notes on the arrangement of teachers when merging schools at all levels
The Ministry of Education and Training (MOET) is seeking opinions on a draft guiding the arrangement and organization of preschool, general education and continuing education institutions in accordance with local authorities at both levels. The Ministry recommends that localities review the entire network of schools, staff, teachers, staff and facilities to develop a plan to merge, consolidate, dissolve or establish new schools reasonably and effectively, avoiding wasting resources.

Accordingly, the ministry prioritizes merging small-scale kindergartens and primary schools below the standards in the same commune, while encouraging the model of inter-level primary and secondary schools in sparsely populated areas or places with difficult travel conditions. Limiting university admission wishes, candidates worry about losing opportunities
The Ministry of Education and Training is seeking opinions on limiting the number of university admission wishes in 2026. The three options are to keep the same without limitations, or limit the maximum of 5 or 10 wishes. Many students and parents are concerned that this limit can reduce their chances of admission, especially for majors with high benchmark scores such as Pedagogy.
On the contrary, some students and experts believe that limiting wishes helps candidates choose more carefully, avoiding haphazard registration, reducing the burden on the virtual filtering system and improving admission efficiency. Changes in enrollment may occur next year
The Ministry of Education and Training will collect opinions from universities and colleges on eliminating or continuing to maintain the admission method based on high school transcripts in the 2026 admission period. In 2025, considering transcripts will account for the highest rate of 42.4%, however, this method has caused much controversy about the fairness and quality of input. Some opinions suggested continuing to use it in combination with strengthening inspection and limiting the quota for considering transcripts.
The Ministry of Education and Training also sought opinions on limiting the number of applications instead of the current unlimited one to reduce pressure on the online registration system, while helping candidates carefully consider and choose the appropriate major. Statistics show that in 2025, about 852,000 candidates will register for admission with a total of 7.6 million wishes, of which nearly 40% will register with less than 5 wishes, nearly 31% will register with 5 to 10 wishes, the rest will register with more than 10 wishes.
