The Ministry of Education and Training is seeking comments from a number of ministries, branches and localities on the draft Official Dispatch guiding the arrangement and organization of preschool, general education, and continuing education institutions in accordance with local authorities at both levels.
Accordingly, the ministry recommends that localities review the entire network of preschool, general education and continuing education institutions, including schools, school locations, class size, management staff, teachers, and staff. At the same time, inspect and evaluate facilities for classrooms, functional rooms, boarding rooms, public housing, kitchen areas, toilets, clean water systems, auxiliary works, teaching equipment, etc.
Based on the review results, provinces and cities will develop plans and projects to arrange (merge, consolidate, dissolve or establish new) educational institutions in a reasonable and effective manner, without wasting resources.
The Ministry of Education and Training proposes to prioritize inter-level primary and secondary school models in sparsely populated areas or areas with difficult travel conditions. At the same time, consider merging small-scale, sub-standard kindergartens and primary schools in the same commune according to a suitable roadmap.
In particular, the ministry noted the arrangement of teachers when merging schools at all levels. In which, some principles are ensured such as:
Arrange and reasonably arrange the team of managers, teachers, and staff for preschools, general education, and continuing education institutions according to the job position plan; ensure a balance between levels of education and the type of educational institution.
Ensure working conditions (office, means of transport, information technology infrastructure) for teachers and managers after the arrangement.
Fully implement the regime and policies for managers, teachers, preschools, general education and education staff who are often affected by the arrangement (work transfer, retirement, streamlining, termination of employment, etc.).
The Department of Education and Training is responsible for regulating, assigning, and arranging a team of managers, teachers, and staff according to the job position plan; ensuring the implementation of the General Education Program and educational plans in accordance with regulations.
According to statistics from the Ministry of Education and Training, the country currently has more than 1.05 million teachers receiving salaries from the State budget. The current salary of teachers ranges from about 4.9 - 15.87 million VND per month, depending on the level of education.
Depending on the position and place of work, each teacher can receive one or more allowances such as seniority allowance (5% after 5 years of work, plus 1% per year), preferential allowance for vocational skills (30 - 70%), position allowance, seniority allowance beyond the framework, as well as special allowances for teachers who are artisans, teachers teaching people with disabilities or teachers working in areas with especially difficult conditions.
