Officially announce the 2025 University Admission Regulations
The Ministry of Education and Training (MOET) has just issued Circular 06.2025 amending and supplementing the regulations on university and college admissions for Preschool Education, applicable from 2025.
No more early admission, use the results of the entire 12th grade: The new regulation eliminates early admission to avoid prolonging the admission period and reducing the situation of candidates entering low school. When recruiting students based on transcripts, the results of the entire 12th grade with a weight of no less than 25% must be used to ensure basic knowledge for university students.
Publicly converting admission scores, no limit on the number of combinations: Schools must publicly disclose the rules for converting scores between admission methods to ensure fairness. Candidates only need to choose a major, no need to register an admission method code. The new regulation does not limit the number of combinations but requires at least one of the subjects of Math or Literature with a minimum weight of 25%.
Regulations on foreign language certificates and plus points: Foreign language certificates can be converted into scores but do not exceed 50% of the admission score weight. The total bonus points do not exceed 10% of the maximum scale to ensure fairness among candidates. See more...

Pressure on achievements and scores causes increased extra classes
The Ministry of Education and Training works with the Department of Education and Training of Ho Chi Minh City on management of extra teaching and learning according to Circular 29. Ho Chi Minh City has stopped organizing extra classes in schools as soon as there was a Circular and strictly controlled it to avoid putting pressure on students. However, the locality has difficulty implementing due to the lack of specific instructions and feedback from some parents.
The Ho Chi Minh City Department of Education and Training proposed raising the limit for extra teaching from 2 to 5 periods/week/subject to better support students, but the Ministry of Education and Training kept the regulation of 2 periods to eliminate extra teaching in schools, encouraging the spirit of self-study.
Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the existence of additional teaching due to high class size, pressure on scores and difficult exam questions. Verifying the incident of a female student in Nghe An being beaten by a group of friends
On March 21, a clip of more than 3 minutes was circulated on social media in Nghe An, recording a scene of a female student being beaten by a group of people in the soccer field area.
In the clip, the female student was punched with rocks by many other friends, pulled her hair, and used a helmet to beat her without anyone stopping her. After beating a female friend in the stands, the female student group continued to brutally assault 2-3 others.
