Officially announce the 2025 University Admission Regulations

The Ministry of Education and Training (MOET) has just issued Circular 06.2025 amending and supplementing the regulations on university and college admissions for Preschool Education, applicable from 2025.

No more early admission; must use the learning results of the entire 12th grade for admission

According to the new regulations, there will be no early admission. In fact, in recent years, when applying early admission to make the admission session longer, candidates have to ask for confirmation of high school academic results to send to many training institutions, leading to a waste of social resources. In particular, many training institutions call for early admission in large numbers but the number of candidates is very small, showing that early admission is not effective.

In addition, when training institutions consider early admission using the learning results of 1 to 5 high school study periods without using the results of the entire 12th grade (semester 2) school year, it has affected the learning process and high school graduation exam of students, thereby affecting their learning capacity at university level. Therefore, to ensure that students are fully equipped with the necessary basic knowledge to study in the university program, from this year, the regulation stipulates that there will no longer be early admission.

The new regulation also stipulates that when using high school academic results for admission, candidates must use the entire 12th grade academic results. In addition, to ensure that the contribution of learning outcomes for the entire 12th grade year is not too low while calculating the scores, the Regulations stipulate that the weight of learning outcomes for grade 12 is not less than 25%.

Publicly announce the conversion rule equivalent to the admission score to ensure fairness and transparency

The new regulations stipulate that training institutions using many admission methods must determine the conversion rule corresponding to the entrance threshold and admission scores of admission methods, admission methods, and admission combinations according to the general instructions of the Ministry of Education and Training.

Thus, schools do not have to allocate quotas to admission methods to avoid risks when considering admission according to the quota of each method such as the difference in points between methods being too large, having a very high admission score method, having a lower admission score than the admission score according to the results of the high school graduation exam...

In addition, to ensure that candidates have full information during the admission registration process, the regulations stipulate that the corresponding conversion rules must be publicly announced at the latest at the same time as the announcement threshold to ensure input quality.

Candidates do not need to choose method codes, combined codes... just need to clearly identify the program, major, training group and training institution they want to study to decide to register. The general admission support system of the Ministry of Education and Training will use the method with the highest results of candidates for admission.

No limit on the number of admission combinations

2025 is the first year that students studying under the new general education program (General Education Program 2018) will take the high school graduation exam. The Ministry of Education and Training has issued regulations for high school graduation exams from 2025, in which the number of exam subjects that students can choose is increased.

Therefore, to ensure admission opportunities for students from different regions and regions, the regulation eliminates the requirement for training programs, each major, each program has a maximum of 4 admission combinations; there is no limit on the number of admission combinations.

However, in order to ensure the quality and knowledge base necessary for university studies, the Regulations stipulate that the subject combination used for admission includes at least 3 suitable subjects, including Math or Literature with a score weight of no less than 25%. From 2026, the total number of subjects of the groups must contribute at least 50% of the weight for scoring.

Use a suitable foreign language certificate to convert it into a foreign language score in admission

In recent years, there has been a situation where some training institutions have abused the use of foreign language certificates in the admission process, even using foreign language certificates as a criterion for determining the candidates' admission chances; meanwhile, the access to foreign language certificates is different between students in different regions.

Therefore, the new regulations stipulate that schools can convert foreign language certificates into foreign language scores to include in the admission subject group, but foreign language scores converted from foreign language certificates with a scoring weight of no more than 50%.

With this regulation, candidates can still make the most of their strengths to increase their chances of being admitted to university but still ensure fairness.

The total bonus points do not exceed 10% of the maximum score of the consideration scale

In addition to the possibility of unfairness in admission due to abuse of admission based on foreign language certificates, the regulation of total plus points (plus points, bonus points, incentive points) for achievements and different certificates of candidates (too) large can also lead to unfairness for candidates who do not have plus points (for objective reasons, not for ability) in admission.

Therefore, the regulation sets a limit for total points not exceeding 10% of the maximum score of the consideration scale (for example, on a scale of 30, a maximum of 3 points) to create more fair opportunities in admission. However, training institutions still have plus points based on the characteristics of the training institution, the requirements for input and making the most of the candidates' own strengths.

Each candidate has the opportunity to achieve the maximum score on the scale, but no candidate has a score (all types of plus points, priority points) exceeding this maximum score.
