Knowledge training center flourishes
According to the Department of Education and Training, after Circular 29 took effect, the number of individual business households registered with industry code 8559 (where the industry name: other education has not been assigned) increased dramatically in districts and towns. At the Department of Education and Training, the number of businesses coming to complete procedures to establish a Knowledge Training Center has also increased significantly compared to before.
Since Circular No. 29 was issued and took effect, the number of new organizations/individuals registered to do business from January 2025 to February 28, 2025 at the Department of Planning and Investment of Hai Phong City is 278, an increase of 184.73% over the same period last year, equal to 85.8% over the whole year of 2024. The Department of Education and Training has granted licenses to 14 facilities.
At the Financial Planning Department of districts and towns (units licensing business establishments) since Circular No. 29 was issued until early March 2025, 678 business establishments have been licensed to do business in the field of education in 14 districts, towns and cities (except for Bach Long Vi island district). Of which, the largest is Thuy Nguyen City with 130 facilities. Next are Hai An district (98 facilities), Ngo Quyen district (83 facilities), Le Chan district (66 facilities), Kien An district (61 facilities), An Duong (50 facilities)...
Also according to the Department of Education and Training of Hai Phong City, individual business households must register directly with the Financial Planning Department of districts and towns to open extra-curricular and extra-curricular facilities. Registration and licensing for individual business households is very simple and there is no legal corridor for extra teaching and learning institutions, so the management of the Department of Education and Training is facing many difficulties. Therefore, in the coming time, the Department will coordinate with the City Police, local Police, functional agencies and the Departments of Education and Training of districts and towns to conduct surprise inspections of extra teaching and learning. In which, it focuses more on inspecting centers licensed by the Department.
Many schools organize free teaching for senior students
After Circular 29 took effect, schools in the city quickly had appropriate solutions for teaching and learning. For example, in Thuy Nguyen City, 100% of secondary schools have built a 5-day/week schedule, giving students a day off on the 7th day. At some high schools, when final year students voluntarily register for extra classes, teachers are willing to teach without collecting fees for the prescribed period. The report of the Hai Phong Department of Education and Training also clearly stated that schools have allowed students to voluntarily register for training for senior students, the school conducts free teaching with the number of 2 periods/subject/student (with separation of subjects) and increases collective education activities, physical exercise, sports, performances... in the afternoons. At the same time, launch a self-study movement of classes; build a group model from learning with coordination between families and schools; assign assign assignments on teaching applications to improve the spirit of self-study for students.
The Department of Education and Training publicly launched hotline 0225.841.910 to receive feedback from people, parents, and students about extra teaching and learning. The leaders of the Department also affirmed that they will resolutely rectify and handle the manifestations of "ding around the law" of extra teaching and learning with many measures.
