Salary increase, additional benefits, good news for teachers before November 20
Immediately after the Law on Teachers was passed, the Ministry of Education and Training has developed 3 Decrees and 14 Circulars to synchronously implement from January 1, 2026. In the draft Decree on salary policy, the Ministry proposed applying a special salary coefficient of 1.25 for preschool teachers and 1.15 for general education teachers. The Ministry is also developing additional policies on salaries, allowances and support to improve income and attract teachers.

In the roadmap to increase vocational allowances, in the 2026-2030 period, it is expected to add a 20% allowance for school staff; increase the allowance for preschool and general education teachers by 15%; and increase the preferential allowance for university and vocational education teachers by 5%. These policies aim to improve the lives and motivate the teaching staff.
Many teachers have expressed their expectations of the new policies. Ms. Duong Thi Nguyet - a teacher at Quang Minh Kindergarten (Van Ha ward, Bac Ninh province) has been in the profession for more than 6 years - shared that her income is still limited, especially when she has a family, so she hopes the policy will soon be put into practice. Proposing schools to refund the health insurance money collected from students in Ho Chi Minh City
The Ho Chi Minh City People's Council has issued Resolution 56/2025 stipulating additional support of 50% of the health insurance premium for students and trainees in general education programs. Combined with the central government's 50% support policy, from November 14, 2025, all students from primary to high school, including the education and training system, in public and non-public schools in Ho Chi Minh City will receive 100% of their health insurance contributions from the budget.
Ho Chi Minh City Social Insurance requires schools to urgently make a list of students who do not have a health insurance card until December 31, 2025 to issue a card before November 30, 2025, ensuring medical examination and treatment benefits. At the same time, schools must submit a request for issuance and renewal of health insurance cards in 2026 before December 20, 2025, ensuring that 100% of students have health insurance cards from January 1, 2026.
For schools that have collected health insurance from students for 2026, it must be returned immediately to parents. If the school has transferred the money to the social insurance agency, it is necessary to contact to complete the procedures to receive it back, then fully refund it to the parents in accordance with regulations.
