In the context of the merging provinces and cities, many parents and students are worried that the addition of priority points in the high school graduation exam area and university admission will affect them.
Responding to questions from parents and students, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said that if there are changes, many candidates in the priority group by area will be affected.

Reasons why the locality recommends taking the high school graduation exam 3 weeks early
Some provinces and cities such as Hanoi, Ho Chi Minh City, Nghe An and Ninh Binh have proposed that the Ministry of Education and Training adjust the 2025 high school graduation exam schedule 3 weeks earlier than the original draft. The main reason is to ensure the rights of students, avoid the impact of the merger of provinces and cities, and at the same time help localities be more proactive in organizing exams.

However, this proposal has caused many mixed opinions. Some experts and principals believe that this helps the exam to take place more smoothly, avoiding administrative disruptions.
