2025 is the first year that 12th graders will take the high school graduation exam according to the 2018 General Education Program. The Ministry of Education and Training (MOET) plans to organize the exam on June 26-27.
According to the draft regulations on university and college admissions in Preschool Education from 2025, in addition to priority points by region and subject according to general regulations, training institutions can apply plus points according to their own plan. However, this total bonus point cannot exceed 10% of the total admission score.
In the context of the merging provinces and cities, many parents and students are worried that the addition of priority points in the high school graduation exam area and university admission will affect them.

Responding to this question from parents and students, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said that if there is a change, many candidates in the priority group by area will be affected.
Therefore, when developing a consultation plan with the leaders of the Ministry, the Department of Higher Education and the Department of Quality Management raised the issue of merging provinces and cities, especially the restructuring of management models in localities.
"We will also advise the leaders of the Ministry of Education and Training on the handling of delays in applying these policies, in case the merger of provinces occurs before the time for higher education and college institutions to conduct enrollment (around the end of July and early August). Up to this point, the entire policy of prioritizing candidates' subjects and areas is still applied according to the regulations of previous years" - Mr. Dung informed.
Thus, the change in priority policy for subjects and areas after the merger (if any) will apply from next year.
